Rural labor force transfer is an inevitable phenomenon and also a historical necessity of social and economic development in the process of China's industrialization and urbanization at present. After the founding of the country, we experienced several large-scale population transfers. Entering 21st century, China faces the problem of labor shortage. The big absolute scale of surplus labor force coexists with labor shortage in local area; this arouses many disputes and divergence on whether china has reached "the Lewis turning point" in academic world. Through the research on rural labor transfer at the present stage, this article has made a quantitative analysis of various factors influencing rural labor transfer, and explored the important theoretical and policy meaning of this transfer to provide some scientific policy suggestion for government effectively transferring the rural labor force.The logical structure of this paper is:By reviewing and summarizing theories of rural labor transfer home and abroad, this thesis, based on China's historical background of industrialization and urbanization, has studied the characteristics of present rural labor transfer in China and analyzed the realistic contradiction between the rural surplus labor force and the present labor shortage considering the historical features of our dual economy and rural labor transfer. This is the beginning part of this thesis.This thesis also, comparing the domestic rural surplus labor transfer model with that of the oversea, finds the external and internal factors that influence our rural surplus labor transfer and thereforeThis paper is divided into four parts:(1) Basic theoretical research on the transfer of rural surplus labor force. This part reviews the related theories and literature on rural labor transfer and discovers the defects of labor transfer at the present stage. The research tries to lay a theoretical foundation for further studying our current labor flow pattern. (2) Research on the current status, internal and external factors of our country's rural surplus labor transfer. This part analyzes the general situation and trends of Chinese rural labor transfer. First, it reviews the historical process of our country's rural labor force transfer and summarizes its special pattern; second, it elaborates on the new situation of the rural labor transfer; and then it thoroughly analyzes the internal motive and external factors for the transfer and finds the key variables that determine the transfer in combination with the analysis of the characteristics of our changing industrial and labor market structures. (3) A comparative study of the domestic and overseas rural surplus labor transfer mode. Based on a comparative study of rural labor transfer in developed countries and the developing countries, this part summarizes the successful experience of the developed countries in this field, and thereby seeks for some enlightenmental and helpful experience for us. (4) A countermeasure study of our country's rural surplus labor transfer at the present stage.In this part, the author points out that a smooth transfer of the rural labor force in the new historical stage not only needs to promote the coordinated development of the various industries, upgrade industrial structure, perfect the labor market structure and change the employment structure, but also depends on the improvement in their comprehensive ability of the rural labor force and on the perfection of the social supporting system. To realize the improvement of labor element configuration in the whole society, the author also puts forward some corresponding measures to promote a reasonable, sustained transfer of the rural labor force.
