Since the 1980s, China's housing system reform continued to deepen, and the real estate market has basically taken shape. Emerging as a new industry, the real estate industry has played significant status in the national economy. However, as the real estate market improved, the price of the house rose rapidly, which has become an important concernment of the whole society.After 2000, China's housing prices remain high-speed growth, and price of the house hit an all-time peak in 2004. Residential housing and the average selling price of goods all broke double digits, which were up to 14.4 percent and 15.2 percent. In 2007, the sales price of housese in 70 large and medium-sized cities rose 7.6 percents, increased 2.1 percentage points over 2006. At the same time, there are still 12 percents of the national family live in houses less than 8 square meters per capita; more than 300 million households living in disrepaired houses; 1.5 million families lack room or living crowded. It's the problems about National economy and the people's livelihood, how to solve this problem has become a major issue of China's government research experts and scholars.Since 2003, China's government has implemented a number of regulation and control measures of real estate. However, prices did not fall as scheduled, but rebound after the great contradictions of supply and demand. The reason is very simple. China being on the process of accelerated development of urbanization and industrialization, the rising of housing prices is an inevitable result of the conflict between supply and demand. Therefore, the construction and improvement of housing security system suited to the market-oriented reform of the housing is an important solution.The Third Plenary Session of the 16th Central Committee put forward the"putting people first and aiming at comprehensive, coordinated and sustainable development". It means that the aim of the Party is to continuously meet the full demand of people and promote the comprehensive development of people. Living needs are basic needs of human. We must fulfill the target of"living in the Habitat"set by the 17th Central Committee; meet the housing needs of low-income families in town. This is an inevitable requirement of building a well-off society in an all round way and constructing harmonious socialistic society.This dissertation uses the combination methods of Theory and Practice, Empirical analysis and Normative analysis, Qualitative analysis and Quantitative analysis, Historical analysis and Logic analysis. Beginning from the real problems of China's housing, this dissertation reveals the reason of the housing problems, proof the necessity and possibility of classified housing supply, draw on international experience and the process of China's housing system reform. At last, this dissertation put forward the proposed design principles, supply framework, systems security and monitoring and control model of classified housing supply system.The first part is the basic tenets of classified housing supply. Beginning from the real problems of China's housing, this part reveals the root of the housing problems, proof the necessity and possibility of government's intervention. It proves that the classified housing supply is an effective intervention way, by the theoretical basis and practical conditions. It also proofs the content of classified housing supply, the classification and measures of the house supply.The second part is the international comparative analysis. After analyzing the national housing supply system of The United States, Japan, Singapore and Hong Kong, this part summarizes some useful experiences for China.The third part is the empirical analysis. Recalling China's housing system reform process, analyzing the problems of the housing supply system of China, this part analyzes and evaluates the achievements of the housing security system.The forth part is the standard analysis. This part put forward the proposed design principles, supply framework, systems security and monitoring and control model of classified housing supply system. This dissertation has done the following useful attempts on the classification system of urban housing supply and security.Firstly, it proves that the classified housing supply is an effective intervention way, by the theoretical basis and practical conditions. The classified housing supply system has an important theoretical basis, including the dual characteristics theory of housing, the housing social security theory, the welfare state theory, the theory of equitable distribution of housing and the'filter'theory of housing market. In the process of urbanization and industrialization, the income gap of residents will continue be big .The classified housing supply is the guarantee for healthy development of China's real estate market and the safeguard of the social stability and harmonistic.Secondly, it put forward the"people-oriented"three levels housing supply model. The so-called"people-oriented"classified housing supply system is to realize the housing needs of all, take into account the long-term housing needs and design a housing supply system so that everyone will have reasonable access to housing. The so-called"three levels"classified housing supply system is to divide the urban resident into three levels according to incomes and housing conditions. The high-income sectors will meet their housing needs in the market, the governments can strengthen market supervision and improve the housing credit, housing taxes and fees, and other ways to protect the realization of their housing needs smoothly; the middle-income class will meet their housing demand mainly through market, and the governments could take"two limited room", housing provident fund, housing tax and fee concessions to support their housing needs; the low-income class's basic living rights mainly rely on the protection of the governments by affordable housing, low-cost housing, housing subsidies and other ways.Finally, it proves the classified housing regulation and control model of China. Governments should keep the housing market of China develope healthly and stably. Fulfill this responsibility, the government should not directly intervene in the market, but use the means of economic, administrative and legal. As to the classified housing supply system, this dissertation proves the classified monitoring and control model, namely: after making accurate judgment of the market, the governments should take a different land policy, taxation and financial policies of commercial houses and non-commercial houses.In addition, there are still some issues need to be carried out in-depth study, such as the measure of urban residents'housing capacity, the standards setting of housing and security, the evaluation of various housing security forms, the management of personal credit information system and credit records, etc.
