On the basis of the Customer Value Theory, the factors and sections of human resource management establish a good relationship. This research focuses on the internal correlation and developing regularity between custom value and human resource management, which enrich both intension and extension of the human resource management theory and defines that customer value is the core power of creating, evaluating and distributing the value of human resource.Based on the equation of customer value, this study rebuilds and deepens the traditional theory and methods of management of human resource value chain by creating the theoretical mode of customer value. The empirical study of typical enterprises supports the theoretical research and provides the pathways and methods for enterprises human resource management. Through the study, the function of human resource management is reviewed and relocated with the purpose of furthest satisfaction and enhancement of the customer value.On the of mechanism for selecting the superior and eliminating in market economy, the competition of enterprises boils down into the one of customers, which means who occupy more permanent customer value will win the competition advantage. Therefore, this research constructs a new competitive concept and model, which is beneficial to perform the development strategy of human resource management, for changing and improving the traditional development strategy and management functions of human resource.
