After the end of the cold war, the United States re-evaluated the global situation, opened up the progress of strategic focus towards the Asia-Pacific, strengthened the military deployment in the western Pacific region, established and strengthened the naval blockade for the Asian continent. But the "9·11" broke the American original strategy, which shifted to counter-terrorism. Because of the ten years war in Afghanistan and Iraq, the United States halted the pace to the Asia-Pacific. China win the opportunity to develop in these ten years, its economic and military strength get synchronous rapid growth. With the influence of China in the Asia-Pacific region gradually increased, America moved back to Asia again and launched the "return to Asia-Pacific", "to Asia" and "rebalancing to Asia-Pacific" strategy in order to control the pattern of East Asia, lead the Asia Pacific affairs, keep the absolute advantage of the United States.In essence, the goal of American global strategy is to maintain its superpower status in international affairs. To maintain hegemony and the national interests, the United States will prevent its position from being hurt by real or potential threats and damage. At all costs any country showing the ability to compete with it will be treated as the "main rival" and carry the risk of retaliation and containment. From a global point of view, China is the only one has the above features. Therefore, the United States will focus on the strategic center of gravity "east" to the Asia-Pacific, compete for the geostrategic interests of the Asia-Pacific, take advantage of territorial water disputes between China and some neighboring countries, support allies in the Asia-Pacific region such as Japan, Philippines and Vietnam, make the so-called "partnership with China"policy in an attempt to make China fall into the surrounding dispute mess which is difficult to extricate and further interfere with the process of Chinese peaceful development, prevent China’s development and rise in terms of the strategy. Given this, China’s neighbors of Japan and Philippines has begun to further their eyes on the United States, Russia and India achieved success one way or another, distant neighbor of Australia quietly changed the direction of the wind, China’s neighboring countries entered into the strategic reorientation stage under the extrusion of the United States, especially in maritime territorial disputes. Based on the principle of "shelving disputes and joint development", Chinese surrounding maritime disputes occurs frequently, but restricted to controlled "chipping away". However, under the impact of the "rebalancing to the Asia-Pacific" strategy by the United States, the relevant countries take advantage of the United States and other major powers to implement the strategy to curb China, damage China’s core interests, make a step charge of the Chinese surrounding maritime disputes. According to different interest, different countries take a different stand and strategy in Chinese maritime disputes:containment and intervention of America, vertical anti-China of Japan, joint checks and balances of ASEAN, apprehension and precaution of Australia, selective strategic cooperation of Russia, enhanced "Look East" policy of India, balanced cooperation of South Korea.In face of blindly implementing nibbling policy and curing the illegal possession neighboring countries, Chinese has never relaxed vigilance.She realized that the regional peace and the stability of the domestic political situation can be effectively maintained by actively safeguarding the rights. There exists a substantial adjustment of Chinese maritime strategic thinking. China adopts an unprecedented hard line and declares that she will never give up any of her own territory. Therefore, China can not simply strengthen military strength, hit out in all directions with all threats. She has to plan in multi-angle find out the principal contradiction formulate a long-term strategy to deal with the threats from various aspects and take different measures for different maritime disputes.
