In recent years, professional development of teachers has become a hot topic ineducational reform. Some laws and acts are enacts, which are on the professionaldevelopment of teachers, in order to make a support and guarantee. According to recentstatistics, there are10.43million teachers working in elementary and secondary schoolstotally in China, including81.7%of all are rural teachers. Due to great number and lowquality of rural teachers, improving the quality of elementary and secondary education shouldbe based on professional development on rural teachers. Teacher education is regarded as animportant way to develop professional quality for rural teacher. With the guarantee ofnational and local policy, some issues on rural teacher education should be discussed deeply.In fact, teacher education is not only a personal issue, but also effects the entire ruraleducation.Although some policies on rural teacher education are enacted as guarantee, there arestill some issues on rural teacher education. Those issues involve kinds of aspects, such aslimited training resources, limited training choices, high expenditure for personal teacher, loweffect of teacher training, departure of training context and actual effect. Promoting theeffectiveness of rural teacher education is regarded as available way to solve those problems.This thesis aims to construct an evaluation system of effectiveness to promote the ruralteacher education. The evaluation system is based on problems which are attributed to ruralteachers only. The evaluation system of rural teacher education promotes the wholeparticipates rather than partial development.The thesis is consisted of five parts.Chapter1and2are overall introductions of research design and research basis. Relatedconcepts and judgment dimensions on effectiveness of rural teacher education are clarified inthose two parts. Research method, research object, research reliability and other factors arementioned here.Chapter3analyses the theory of evaluation system on effectiveness. Based on thosetheory bases, an evaluation system of effectiveness on rural teacher education is constructed.According to interviews and questionnaires, specific characters are found on rural teachereducation. Considering the specific characters and personal characters, some special forms ofteacher education should be utilized, such as school-based teacher education. Chapter4constructs evaluation system of effectiveness on rural teacher education.Some related factors are focused, such as evaluation subject and evaluation standard.According to information collected by the evaluation system, the practice of rural teachertraining is improved.Chapter5is the conclusion and suggestion on this evaluation system. Constructing theevaluation system is helpful for rural teacher training. Meanwhile, based on the condition ofrural teacher training, some suggestions on effectiveness are mentioned in this part.
