Currently, the higher education of China is in the new historical period from scale expansion to promoting the connotation. Social transformation, policy aftereffect, geographic conditions and the multi-coupling in higher education lead to the following issue, the rapid amplification and quality improvement, equitable development and efficiency pursue, and regional imbalance and overall consideration issue. These issues are gradually making the harmonious development of higher education become unavoidable choices. In order to solve these urgent problems, academia formed a focus on the discussion and relative suggestions within the scope of education. However, the interdisciplinary and quantitative studies are pretty few from the resource perspective.This study is from the resource perspectives and the empirical research paradigm. It regards the higher education regional coordinated development as the research object. It uses the connotation of higher education to delimitate the logical starting point, and build the evaluation index system of higher education. As a measurement tool, study the actual situation of higher education resource distribution. Then introduce the smallest deviation coefficient coordination degree model to analyze regional coordinated development of China higher education by the numbers. On this basis, explore the internal and external influencing factors of regional coordinated development in higher education, and article put forward the appropriate path of non-balanced coordinated regional development of higher education choices.The study is mainly on the index system construction and the resource level investigation. Firstly, based on the analysis to guide natural resource-based theory and higher education and social dual attribute, it defines the basic view that higher education resource is the sum elements of constituting the higher education system and maintaining its normal operation actuation and promoting the higher education sustainable development. Secondly, using the existing literature and coefficient of variation of the index screening method, and combining subjective empowering (Expert Consultation Method) and objective subjective empowering (Entropy Method), construct three dimensions:conditions of higher education resources, higher education subjectivity resource, higher education development resources. "Demographic constitution, Economic base, Human resources, Material resources, Financial resources and Subject resources, Achievement resources, Brand resources", eight points and twenty-six third grade indicators constitute "Higher Educational Resources Index System", and regarding the 1997,2002,2007 and 2012 as the time node, inspect the level of higher education level and clearly this sequence within" Highly enriched zone, Moderate-rich region, in scarcity and high degree of scarcity zone area", the overall distribution of higher education resource reveals the presence of a total collection of "Matthew" and "Zero-sum Game" trend. On the influence factors and the measure of coordinated development, based on the Resource-based Theory and the internal and external education system and the theoretical speculation. The study establishes "the development of higher education regional coordination, is the ought to be resources structure infinite approaching the area of higher education actual structure, resource integration needs to adapt and moderately pre-act the development of economic and social, diffusion effect of system resources should be greater than the reflux effect", these three-dimensional discriminant criterion. The main reason of the higher education regional uncoordinated development is the uneven distribution of resources. The regional development in the higher education path choice, based on guidelines for the development of regional non-equilibrium theory and the dynamic opening of configuration of higher education resource system, establishes a new policy adjustment and institutional design "to change the distribution of variable elements of higher education resources, regulate incremental changes in resources and resource efficiency "of the resource allocation duality mode in the regional higher education. Propose the similar and the different zones of the higher education regional coordinated development, and they are used to foster growth pole patterns and gradient progression respectively.
