From Unitary Management To The Multi-governance

In the time of social transformation and rapid change in higher education,it is faced with a series of problems and dilemmas in china。There are great marry inevitably difficulties,such as how to break the bottleneck of funds,or how to ensure the free quality of teaching and how to improve the internal operating mechanism,at the initial stage of development when a large number of local colleges were fanned by the way of merger and upgrade.To establish and improve the govemance structure of New-built local college can be the fundamental way to address these problems.This paper is based on governance theory,through the multidisciplinary approach to carry out systematic research for the existing problems in New-built local colleges,and try to provide reference sustainable development of New-built local college through rebuilding the governance model of New-built local college.The whole text can be divided into six parts,first,the preface,which described the research motivation of the topic and the practical background. Through the synthesis and exploration of the university govemance structure, it provides a reform first sound for the development of New-built local college,and also briefly comments on research status and carises of the topic both at home and abroad.The preface also summarized the meaning and value of this topic.Finally,this chapter briefly introduced the research ideas, the basic methods and innovations of the topic,and defined the core concept of the paper relating,then established the logical starting point for the study. Concretely speaking,the research contained following contents:Chapter one,“First Element Management:New-local colleges Management Analysis”.At the beginning,it briefly introduced an overview of New-built local college.Focus on three modes and three phases in higher education management history in our govemment.Then it gave a view of the history,times change and the future reform trends of New-built local college, and look for the possible path of future reform from history.Next followed by an analysis of the problems and possible reason about the current management in New-built local college.It also pointed out the key issues that influenced sustainable development through looking back in history and current situation description and following the principle for the unity of logic and history.The main reason is too serious one element management, resulting in rigid,limiting access to resources.Finally,it analyzed the facing various challenges of New-built local colleges,and that makes preparation for resolving the problems of sustainable development of New-built local colleges.Chapter two,“Governance Theory:A relevance study on new-built local colleges.”starting with the basic contents of the governance theories, this part introduces the historical background of university governance and the theoretical foundation,and then explain the basic connotation on the governance theory,as well as the focus of an analysis of governance and management of differences,and also points out:governance means“small government,big society”and management is the“big government,small society,”Governance means the consultations of pluralism equal participants, and the management means a order and receive state of inequality subject and a one-way relationship etc.Then it points out development goals of the new-built local colleges,by understanding the full range of governance theory, as well as the analysis the problems faced and development goals of new-built local colleges.Discovering that governance theory is relevance for the management of new-built local colleges,Namely the need and feasibility.Chapter three,“Multi-Governance:the structural transformation of new-built local colleges.”Through the above analysis,governance theory can be brought into management about new-built local colleges,and implements the transition of management structure,there is an advantage for place for Sustainable Development of new-built local colleges.It can be reformed into multi-governance structure according to the actual situation.Therefore,this chapter introduces the connotations of multiple governance,implementation way,value demands of the conception.And analyses multi-governance principles.And an analysis of multi-governance structure,the necessary prerequisite and conditions for implementation multi-governance,an analysis of reason to build the multi-governance structure of new-built local colleges, and try to build a new ideal model of multi-governance about new-built local colleges.The ideal governance structure includes the external governance structure and internal governance structure.First of all,it analyzed the connotation and the subject about external governance structure,then introduced the historical evolution of outside governance structure of Chinese and foreign universities,based on the combination of historical and logical method,re-established a external governance structure of New-built local colleges,focused on deal well with the relationship between Universities and government,society and protest the autonomy of the New-built loyal colleges effectively.Secondly,the university’s internal governance structure is not only today’s university reform focus,but also the reality situation of the university reform trend from a macro to the micro.In terms of history,we analyzed the elution of the internal governance structure of the western university,and then paralyzed the development of our country’s university’s internal governance,as well as the reform of the internal governance structure.According to the principles of unity about the logic and history,it re-established a new internal governance structure of the New-built local colleges,which considered that it could set up the Boarding Meeting of university,strengthen the powers of the Academic council,implemented three clear layers of authority at committees,and the ideal balance of power at academic and administration.Thirdly it analyzed a balanced game mode and the path at administration authority,academic authority of New-built local colleges,and resoled the long-term power imbalance problem of New-built local colleges.Finally,there’re still some loopholes in reforming and improving the governance structure about the New-built local colleges,the loopholes need to be made up with culture,and the culture-screen can make up for system deficiencies.Chapter four,“the process of governance:co-governance practice of new-built local colleges.”multi-governance is structure and process around the distribution of college internal power.Therefore,I believe that the practical research of multi-govemance must include aspects of both structure and process:governance structure is a system arrangement to achieve the conception of the multi-governance university,as the skeleton supports human being;multi-governance process is the various channels among the existence stint,it is made up of a wide variety of laws and regulation and mechanisms to ensure the concept of multi-governance implementation and so on.Multi-governance must achieve the smooth process through control, coordination,incentives and other means.In conclusion,I emphasis the multi-governance in the New-built local colleges.And I get some useful conclusions.1.New-built local colleges are the products of“the new university sports”in the popular stage.The special nature of the background on its“time”and“society”produces the governance structure and governance model which are different from the“traditional university”,and it provides a“testing ground”for knowledge accumulation of university multigovernance in china.2.Multi-governance in the new-built local colleges is influenced by the systematic environment and contemned by government.New-built local colleges in transition shows a especial developmental approach and comes a cross the especial developmental problems,which is the basic experience from a single management towards multi-govemance.3.Multi-governance in New-built local colleges is the reformatory demand which induces in the context of macro reform of the political system and higher educational system.The transition of governance theory provides the logic Fulcrum and the theoretical framework for governance research in New-built local colleges. 4.I devote myself to the unity of logic and history at the methodology. The study is based on the sort of the historical experience,confirmation of the governance logic and asking the collegial ideal.I carefully put up the new ideal model of governance of New-built local colleges in general.5.Governance environment of New-built local colleges are continually changing.Their governance structure will be adjusted corresponding. Governance structure of New-built local colleges is continually practicing and optimizing.For this,only a few schools can seize the opportunity to rise.6.Governance theory is still improving.The conditions of the pluralistic governance in the New-built local colleges have not fully mature.The model of the multi-governance is limited.university governance structure is the product of the social and historical environment.It’s also the result of the interaction between the university benefits mains.There is no stainable governance structure,as well as the ideal governance structure which can adapt to all times.
