Though it is important for these universities and colleges to become prominent by their high academic reputation like those famous priority universities and those old-brand regular universities, they can consolidate their present status as teaching-oriented colleges and try to form their own characteristics and create advantages by seeking pecularity in majors, courses and personnel training, thus to develop the college into an outstanding one of its rank.Part two demonstrates that newly-built local universities and colleges should concentrate on teaching research to be strategically situated in elevating strength . They should emphasize teaching research while making efforts to carry out scientific research and change the fruits of teaching research into educational productivity to advance the study power, thought power and cultural power of the universities and colleges. By means of These soft strength, comprehensive strength can be elevated and the anticipation of establishing first-rate regular university teaching can be achievedPart three expounds that newly-built local universities and colleges should broaden the train of thought to be strategically situated in resource allocation. The development of newly-built local universities and colleges is often hindered by the insufficiency in talents, funds and facility. Therefore these universities and colleges should broaden their train of thought. On the one hand ,efforts should be made to eliminate unable and equalitarian allocation of resources and to be be flexible in resource allocation; On the other hand, universities and enterprises should strengthen the cooperation with enterprises,making full use of enterprise resources .In addition, stock system can also be applied to their running.Part four explains that newly-built local universities and colleges should be active in taking the lead in serving the society and thus to be strategically situated in service. These universities and colleges should do whatever they can to serve the local society in its economic development, and in return to be understood and rewarded.
