Shipbuilding Industry,an important part of marine economy,plays a significant role in national economy.Shipbuilding enterprises exert great influence on their surrounding land-sea environment.Japan and Korea,our tough opponent in shipbuilding industry,are conducting research centered on green efficiency.Shipbuilding enterprises in our country are challenged by green development and competition.Therefore,it is urgent,significant and advanced to carry out study on construction of green shipyard.This study aims to find a solution to the problems that the concept of green shipyard has not been clearly defined,the future direction is not explicit and there is a lack of systematic method in construction and governance,evaluation index,evaluation method and evaluation case study of green shipyard.Meantime this study is themed by green evaluation and construction and governance of shipyard.First,based on the theory of green economy,green manufacturing and green industry,and the concept of green ship recycling enterprises,this dissertation puts forward the concept of green shipyard,establishes mathematical models and development concept model and compacts and optimizes six developing goals of green shipyard by means of scientific abstraction and synergetic theory.Second,twelve construction methods,key content and suggestions of green shipyard are proposed in this dissertation according to analysis of technical process,pollutant and source of pollution of shipyard.Third,alternative database of green shipyard evaluation standard is set up by adoption of DPSIR model,and the concept and method of cleaner production.Indexes which do not meet the requirements will be removed through overlap analysis and screening method of index.The basic and specific evaluation indicators and further a systematic system of evaluation index of green shipyard construction are built up.Meantime,in the light of relative conventions,rules and standards,this dissertation proposes the standard of evaluation index of green shipyard with the aid of analogy,expert consultation,literature survey and field research.Fourth,this study puts forward a systematic evaluating algorithm of green shipyard,sets up a standard for the rank of green evaluation and points out that shipyard whose grade equals to or is more than sixty is green shipyard on account of the production capacity evaluation from classification societies and by means of assignment scoring term by term and single and qualitative weighted integration method.It also optimizes the evaluation process.Fifth,this study selects three shipyards to carry out case study and determines green rate of the three shipyards based on ten basic evaluation indicators and six first grade specific evaluation indicators.Comparison and analysis of green evaluation results of the three shipyards are as follows.Shipbuilding enterprises are ranked as dark green(93.26 grades in 2015,94.3 grades in 2016);shipbuilding and repairing enterprises are regarded as medium green(85.02 grades in 2015,87.11 grades in 2016)and ship recycling enterprises are also graded as medium green(82.89 grades in 2015,84.6 grades in 2016).In 2016,grade ratio of resource and energy utilization index and ecological index of ship building enterprises and ship repairing enterprises,resource and energy utilization index of ship recycling enterprises are all under 80%(normal green).However,grade ratio of technique and equipment index of ship recycling enterprises is only 65%(light green).This comparison result demonstrates that green shipyard construction needs further development in aspects of resource and energy utilization,ecology,manufacturing techniques,etc.The evaluating results are consistent with current situations of these enterprises,which illustrates that this evaluation system is highly accurate and the evaluation indicators,standards and methods are practical and applicable.This study achieves the goal of differential evaluation for different types of shipyards.
