Construcing The Cummunity Of Govornance:Research On The Negotiating And Consulting Govornance In Urban Cummunity

With "community governance" as the main context,and the scope of the "consultation" as a kind of community governance idea and concrete way,this article aims to to explore the possibility to regard "the participation of multiple subject to consultation" as a social connection in urban community so as to construct the "community of governance".This paper tries to answer the following three questions: 1.How to realize the deliberative democracy in the methodology sense;2.How community consultative governance works in an actual urban community environment;3.Whether "consultation" as a kind of community governance concept and concrete way can be the decisive factor for the construction of "governance community" in urban communities.Among them,the former two problems aim to analyze the operation management system and mechanism of community consultation in community environment.Then to gradually turn "consultation" from a way of governance into a governance concept.It is the process of community consultation that is embedded and internalized in community governance.This part also lays the foundation for the later discussion.Therefore,it can be said that the main argument of this paper is to solve the third problem.This paper bases on Polycentric governance theory and deliberative democracy theory in order to construct "community governance” in longitudinal and horizontal structure system,which is a plural framework compound with two phases crossed and analyzes the running status of governance mechanism in the structure of community governance and the relationship between diffrin the process of consultation and negotiation.In this analytical framework,this study selected the Shanghai Putuo district as field research area to analyze different types of community governance and consultation mode.In this study,four typical cases are selected to deeply analyze the embedability and operation mode of community consultation under the "topdown" and "bottom-up" operation mechanism of community governance.And the negotiation mode and relationship logic between the various governance bodies within and outside the community.According to the "power" of community governance structure system,the interaction between community consultation system is divided into "facilitated",consultation,that is,to build social unit party organization from the district party committee to the community party organization;"Feedback" consultation,namely the spontaneity of negotiation on community activities,and communities in demand oriented,realize the effective docking and community residents demand power of autonomous community consultation mode.According to community governance transverse "resource" of the interactions between multiple subject,community consultation system is divided into internal body between the "circular",namely through consultation realize multi-agent community resource sharing and responsibility share;Community "impact" of the negotiation between inside and outside the main body,namely in the modern city,out of the community field outside the main body can still through the way of "to take off the domain" consultation resources of community interaction and integration.At the same time,based on the national grass-roots governance system under the logic of the community governance,community autonomy and community self-organizing diversity logic,community consultation mode under different categories can be embedded into all aspects of community governance.This not only enables the community consultative governance model to have the dynamic mechanism to adapt to it,but also enables the community consultation to have a reconstructive possibility.This article concluded that the community consultative represented the absolute and relative community democracy,and community governance body under "cooperation" in the division of "common governance" mode,can effectively avoid the governance in the process of governance shortage and waste of resources and capacity,fuzzy the divisions in the targeted management practice domain on the basis of respecting for citizens' right and find the "effective" way and methods to solve the problem,which obtain the coverage of community governance.And both as a management concept of consultation and "negotiation" in community public awareness and participation in the concept of internalization,or as a way of governance of "negotiation" in community governance embedded in different levels,they are be able to redefine community of each subject for participation in community governance and incorporate the various factors of the governance body itself into the category of the negotiation,and implement is the construction of "community governance".The main contribution of the this paper is to seek a kind of beyond based on the inherent nature of a kind of static to define "community" in the modern society,but from the governance of a dynamic negotiation,and gradually define community consultation as a new form of social relations factors to re-gather the "fragmented" and "individualized" function of the structure of urban community,so as to realize the "community building" in the horizon of modern sociology.
