Study On The Dual Identity Of College Counselors

The system of college counselor in our country has gone through more than 60 years from the system first established by Tsinghua University in 1953.The identity position of college counselor has through the historical changes as “political cadre ? political cadre is a part of the teachers ? to admit teachers' identity ? allow to evaluate of teachers' professional titles ? establish the dual identity of teachers and cadres ? to emphasize specialization”.The change of the counselor's identity position is an important content of the change of the counselor's system.With the change of counselor's system,the counselor's name,access,position setting,educational requirements,cultivation and training and so on also changed correspondingly.These changes reflect the shifts of ideological and political education with changes of the times.The changes of counselors system is the result of interaction of internal motivation and external motivation.The No.24 Command by the Ministry of Education provides the eight duties to counselors which mainly divided into the education,management and service three aspects,they are closely related with the counselor's teacher identity and cadre identity,the dual identity made the counselor's duties different from the full-time teachers and the management cadres.The teacher identity of counselor is more embodied in the daily education outside the classroom but not in the classroom.The cadre identity of counselor is more embodied in to educate the students by management means and stimulates students' self-management.The setting of the position of college counselors is the need of ideological education from the national perspective,is the need of talent cultivation from the social perspective,is the need for specialized student workers within the division of responsibilities from the school perspective,is the need to provide specific guidance and help in study,life,association,job obtainning,further education and so on in the process of student's growth and development from the students' perspective.Reference to “job analysis” theory in human resource management theory,we can write out the job description of counselors.The job of counselors is notoriously practical from the job analysis,there are great limitations if emphasis on the counselor's management cadre identity or teacher identity,or a mixture of “double identities”.The author carried out the questionnaire and the interview shows,the vast majority of counselors,deputy secretary of CPC committee and director of students' affairs agree onthe counselor's “dual identity”,they think that protected the counselor's treatment,improved their position,but they have less understood to the problems of the counselor's“dual identity”.The new counselors and on-the-job counselors are more inclined to position the identity of the counselors as a “servant” role,this reflects a more equal relationship between teachers and students,but in practical work,they are more likely to act as a role of “management”.Most counselors choose to be a teacher in their original professional if they can change the job.The dual identity of counselor has important practical significance.The dual identity of counselor coincide with our country's college student management pattern,the popularization of higher education,and can improve the effectiveness of ideological and political education to college students.Relative to the original single cadre identity,the dual identity improved the counselor's occupation prestige and actual treatment,provides a broader space for the counselor's development,and contains the counselors' development direction of professionalization and specialization,and is propitious to professional development for counselors.The dual identity of counselor consistent with the requirements to the counselors of national,social and the parents of the students,and is conducive to the promotion of the development of education and social progress.The system design of dual identity will leave an indelible imprint on the development and the change of counselor's system in the future.The dual identity of counselor is facing severe challenges.First,the dual identity is a kind of swing system design.The dual identity brought identity uncertainty to counselors,counselor's identity is facing challenges.The questionnaire shows,counselors tend to consider their own identity as teachers,but the people with close connections to counselors such as college students,teachers and administrative cadres tend to consider the identity as management cadres.The position of dual identity may produce bat effect that the counselors can not enjoy the core interests of teachers and cadres.Second,dual identity brought counselors serious role conflict.Dual identity leads to the content contradiction,structure complexity and unbalance of counselor's role,role structure and content of the imbalance,dual identity trigger counselor's conflict professional values and behavior.Third,dual identity highlights the inherent defects and contradictions in the counselor system.Higher Education Law of the People's Republic of China,Tentative Management measures for Post Settings of Institutions,Guidance for Post Settings of Colleges and other laws and regulations set the college post as professional positions,administrative positions,service positions,and this is an orientation of single identity set of the post,The dual identity set by the No.24 Command by the Ministry of Education clearly differed from the upper laws and regulations.The dual identity also is a kind ofexpedient system design,is transitional,dependent,attention-needing,and go against with the counselor's professionalization.The system design of dual identity also is opposite to the trend of the education reform of de-administration.The dual identity of counselor reflects our country's long-standing utilitarianism education,eclecticism education and management-oriented mode of thinking.This is not only related to the direct influence of Chinese Communist Party cadres education before liberation,but also to the traditional culture imprint such as caesaropapism,harmony between the official and teacher,official standard as he who excels in study can follow an official career.From the history of the development of American student affairs,American student affairs became mature gradually after three hundred years,the highlighted characteristics of counselors is professional team,specialized training,functioned management,firmed identity.This inspires us to strengthen the professional attributes of counselor's identity,clear and definite the position of the identity,advance the division of labor.Given the reasonable factors of the dual identity system design of college counselors loss gradually,according to the development trend of higher education,ideological and political education of college students and the professionalization and specialization of counselor team,we should eliminate the dual identity of college counselors gradually,weaken the cadre identity and strengthen their professional intension.On the basis of the unity of politic and science,reality and future,nationality and cosmopolitan,counselor's identity can be identified as “professional student worker”.Based on the identity of professional student worker and The Standard of Profession Ability of College Counselors(Provisional),we can divided the counselor into three levels as primary,intermediate and senior,and we can call them general stage,agglomerate stage and specialized stage,we can push forward the counselor's profession immobilization and specialization differentiation hand in hand,then we can build up channels and paths for counselor's professional and specialized development that retains chinese characteristics.The dual identity of counselor is the sticking point to the professionalization and specialization of counselor team construction,adjust the policy of the identity of the counselors,this may be an important breakthrough for the professionalization and specialization of counselor team construction begin with the crack of the dual identity of counselor.
