Chinese-Foreign Cooperation in Running Schools(CFCRS)is a part of education cause in China,especially in the field of higher education.In recent years,CFCRS has been honored as one of the three carriages of higher education in China,which is parallel with public and private higher education.The Regulations of the People's Republic of China on Chinese-Foreign Cooperation in Running Schools stipulates that the operator running CFCRS must have Chinese education institution,which is public and private university in the field of higher education.Through data analysis,it is found that the development of CFCRS in Chinese private university is obviously insufficient compared with that of Chinese public university.Do Chinese private university need to develop CFCRS?Why development of CFCRS in Chinese private university is insufficient?How does the development of CFCRS in Chinese private university adapt to the classified management of private education?These questions constitute the origin of this study.In summary,this study mainly focuses on six aspects.First,exploring the background and significance of CFCRS in Chinese private university.This study found that the development backgrounds of CFCRS in Chinese private college lies in several aspects,such as,the construction of higher education powerful nation needs high levels of Chinese private university,the construction of " the Belt and Road " and the requirements of opening up in the new period,the special value orientation of CFCRS under the development of higher education internationalization,the complexity and risks of cross-border higher education and due to the normative of CFCRS.The development of CFCRS is significant for introducing foreign high-quality education resources,boosting the construction higher education powerful nation and high-level private university,adapting to the new needs of opening-up strategy in China,improving the internationalization level of Chinese private university,and avoiding the foreign-related running risks.Second,analyzing the status quo of CFCRS in Chinese private university.The CFCRS in Chinese private university is analyzed in terms of total number,year changing,duration.The number of running institutions and projects of Chinese private university is analyzed from the perspectives of running levels,distribution of provinces,structure of disciplines and majors,and structure of teachers and courses.Relevant analysis is made on the Chinese and foreign partners of CFCRS in Chinese private university,and further research is made on the enrollment mode and scale,the scale of students and graduates,the issuance of academic degrees and the expected number of graduates.By analyzing the current situation,it is found that the scale of CFCRS in Chinese private university is small,the level is low,and the number of institutions and projects set up or held by Chinese private university is few.It basically forms the progressive development situation in the eastern,central and western regions,and is not highly matched with the development of Chinese private higher education.Third,analyzing the factors influencing the development of CFCRS in Chinese private university.Based on the“Education law of the internal and external relations”,basic rules and principles of CFCRS,and the stakeholder theory,and from the respects of consciousness,management mechanisms,and educational resources to analyze internal and external factors related to CFCRS,it is found that the development of CFCRS in Chinese private university still exists related problems.Fourth,discussing the challenges and opportunities for the development of CFCRS in Chinese private university.The challenges which the CFCRS in Chinese private university are mainly faced with are:the revision of "Law of People's Republic of China on promotion of Privately-run Schools ",competition of Chinese public university,domestic demand for high-end international education,as well as the impact of open education market in China.The opportunities for the development of CFCRS in Chinese private university lies in the new demand for cooperation in CFCRS generated by the development of cross-border education and the construction of "the Belt and Road",as well as the further development in Chinese private university supported by the state and local governments.Fifth,summarizing experiences from the cross-border cooperative education of private university in Malaysia.Based on the introduction of Malaysian society,its higher education and private higher education systems,this study sorts out the background and history of cross-border cooperative education of private university,and summarizes the main forms of cross-border cooperative education of private university.It is found that cross-border cooperation of private university in Malaysia is characterized by the government's emphasis on planning guidance and service,sufficient legal policy and system guarantee,quality assurance and strong willingness of private university to running schools.Based on this,it is concluded that whether the government supports or not is the premise of the development of cross-border cooperation of private university.The perfection of laws,regulations and policies is the foundation of the development of cross-border cooperation of private university.The necessary guarantee for the cross-border cooperative education of private university needs perfect education quality assurance system.Whether it can meet the needs of national economic and social development is the foundation of the development of cross-border cooperative education of private university.Sixth,on the basis of the above research,forecasting the development trend of Chinese private university and puts forward relevant policy Suggestions.According to the research,the scale of CFCRS in Chinese private university will be further expanded,but there will still have differences in different forms and levels of CFCRS.Under the background of the classified management of Chinese private education,the main body of CFCRS in Chinese private university will be non-profit in the future.Based on the consideration of relevant theories and practical factors,this dissertation puts forward the principles of adhering to the leadership of the party,safeguarding the sovereignty of education,upholding the public welfare,differentiated development and protecting the rights and interests of students in the development of CFCRS in Chinese private university.It is suggested that the Chinese government in the future should strengthen relevant top-level design in terms of implementing the equal status of Chinese private and public university,improving the governance system of Chinese private university,promoting the classified development of CFCRS in due time,and promoting the cooperation of Chinese private university in running schools with countries and regions along the"the Belt and Road".The concrete measures of advancing CFCRS in Chinese private university,Chinese private university should strengthen the education quality construction for improving the social reputation,improve the scientific understanding of CFCRS,clarify the policy limits of CFCRS,broaden the subject of running school and strengthen the joint ventures with domestic and foreign enterprises.At last,Chinese local government can issue relevant supporting policies and set up special supporting projects.
