Tourism Security Management Of Local Government:Evaluation And Response

China’s tourism industry started late,but its development is fast.Tourism has important strategic significance for China’s overall economic and social development.Tourism safety is the lifeline of tourism development,but due to its close relationship with other industries,tourism is extremely sensitive to the external environment.In today’s era,the world is in a "risk society",and China is in the period of economic and social dual-track transformation,so social risks have increased.In addition,there are many risk factors hidden in the tourism activities themselves.It can be said that the phenomenon of frequent occurrence of tourism emergencies in China coexists with the rapid development of tourism.Therefore,research on tourism safety management is very necessary.As the natural subject of tourism safety management,the government realizes its functions of preventing and responding to tourist emergencies through specific government actions.The choice and effectiveness of government behavior in tourism safety management is effective in highly complex and increasingly normal tourism safety situations.This study attempts to understand tourism emergencies from the perspective of organization-institution,understand government tourism safety management policies and their operational effectiveness,reflect the effectiveness of government tourism safety management mainly through the evaluation of tourism safety production management effects and the behavioral responses of tourists.Specifically,through the network to search for cases of tourism emergencies,using content analysis method,through the coding,statistics and analysis of case content,clarify the risk factors of tourism emergencies,and form a preliminary understanding of the mechanism of tourism emergencies,identify that the main interactive objects for local government tourism safety management are tourists and enterprises.Through the analysis of the tourism safety management policy texts,the specific management behaviors of the government for tourists and enterprises are analyzed.Based on the government regulation theory,the government tourism safety production management effect evaluation model is constructed.The questionnaire is designed to invite experts to score,and the analytic hierarchy process and fuzzy mathematics method are combined with the field research data to systematically study the situation of China’s government tourism safety production management.Based on the related research of behavioral public management and tourists’ safety behaviors,according to the logic of perception-attitude-behavior,establishing a mechanism model of tourists’ behavioral to response to government tourism safety management,collect data using questionnaires and interviews,and verifies the model with statistics analysis method.After empirical research and analysis,this study mainly got the following conclusions:First,the government emergency management plans,system,mechanism and legal system are the behavioral basis of government tourism safety management,affecting local government tourism safety management behavior choices.The local government is at the forefront of China’s tourism safety management system and mechanism.It is the specific execution organization of tourism safety management.The organization setting and responsibility regulations,assessment system,and accountability mechanism shape the behavior logic of local government tourism safety management.Affect the overall effect of tourism safety management.Second,the main objects of government tourism safety management are tourism enterprises and tourists,and the government intervene in the safe production of tourism enterprise and safe behavior of tourists,the effect of government tourism safety management includes the government’s management effect on the safe production of tourism enterprises,and the effect of government tourists’ safety management.Third,from the perspective of the evaluation about government tourism safety production management effect,there are subjective and objective differences.The influencing factors of the government’s tourism safety production management effect mainly include whether the design of tourism safety production management system is reasonable and whether government tourism safety production management is effectively implemented.The government tourism safety production management effect evaluation model includes government tourism safety production management system.Local government tourism safety production management investment,local government tourism safety production management implementation and enterprise tourism safety production management implementation of four dimensions,can be refined into 26 indicators.After statistics,the results of the expert evaluation of the government’s tourism safety production management evaluation are generally effective and need to be adjusted vigorously.There is a certain discrepancy with the overall situation of China’s tourism safety production.In recent years,China’s tourism safety production situation is relatively stable,but the overall management system still has problems,which may be one of the reasons for the experts’ assessment of the effectiveness of the government’s tourism safety production management and the actual situation.Fourth,from the perspective of the tourists` behavior response to government tourism safety management,the behavior response is in line with the logic of perception-attribute-behavior.Perception is mainly the perception of the government’s tourism safety management and the perception of the safety of the tourism destination.The attitude is mainly the satisfaction and trust of the tourists in the government tourism safety management,including two dimensions of security compliance and security engagement.It has been verified that tourism safety perception,satisfaction and trust play a multiple mediating effect between tourists’ perception of government tourism safety management and tourists’ behavioral responses.Tourists are more positive about the safety of tourist destinations and the safety management of government tourism,and they are more responsive to government tourism safety management,but they also have shortcomings.The demographic characteristics of tourists have different effects on tourists’ perception of government tourism safety,safety perception,satisfaction with government tourism safety management,and trust and behavioral responses.Starting from the legal system,system mechanism and plans of tourism safety management,local governments,tourism enterprises and tourists can better fulfill their responsibilities,effectively prevent and reduce the occurrence of tourism emergencies,and reduce the negative impact of tourism emergencies.Based on the research conclusions,this study proposes to improve the tourism emergency legal system,optimize the government incentive system for tourism safety management,strengthen the operability of emergency plans,comprehensively construct a tourism safety public service system,and improve the parties’ overall synergy of emergency forces.The main innovations of this paper include:(1)Different from previous studies on tourism safety management from the perspective of tourists and destination environment,this paper mainly combines research on safety supervision research and behavioral public management with tourism safety management research.The research on the effects of tourism safety production management evaluation and tourist behavior response is carried out.(2)In the case that the statistical data of the tourism safety management research system is difficult to obtain,this study attempts to analyze the effect of government tourism safety production management,and builds the evaluation model and results analysis to summarize the key elements of tourism safety production management and provide a reference for management practice.(3)Research and analysis of the mechanism of tourists’ behavior response to government tourism safety management.It has formed the dimension composition and measurement indicators of tourists’ perception,attitude and behavioral response to government tourism safety management,and tested the structural model,providing tourism safety management research and practice with a perspective of influencing the psychological state of the visitor and enhancing the perspective of the safety management effect from improving tourism safety public service supply and improving tourism safety policies and advocacy applicability.
