The CPC Central Committee with Comrade Xi Jinping at its core made a major decision on promoting the integrated development of rural primary,secondary and tertiary industries to address the new problems faced by rural reform and development in the new era.It helps promote agricultural efficiency,rural prosperity and farmers’ income.However,there still exist bottlenecks that need to be solved urgently,including low level of intergration of rural primary,secondary and tertiary industries,slow growth of intergration bodies,incomplete interest linkage mechanism and the serious restriction of factors.Therefore,it is necessary to conduct in-depth and systematic research on the integration of primary,secondary and tertiary industries in rural areas.However,the existing research has not yet reached a consensus on the measurement system,so it is impossible to accurately capture the current situation of the integration of the rural primary,secondary and tertiary industries;at the same time,existing research mainly focuses on the economic and social effects of the integration of rural primary,secondary and tertiary industries,but has not paid enough attention to its potential environmental effects,thus failing to comprehensively and accurately evaluate its impact;moreover,the existing research objects are mostly concentrated at the provincial and municipal levels,while insufficient attention has been paid to the counties which are responsible for the concrete implementation,resulting in the lack of pertinence of current research conclusions.Against the backdrop,this thesis selects the integration of rural primary,secondary and tertiary industries as the research theme,takes the counties which are responsible for policy implementation as the research object,and focuses on its evaluation measures,effects and promotion strategies.By doing so,this study not only enriches and improves the research on the integration of rural primary,secondary and tertiary industries in theory,but also provides a set of self-supervision,evaluation and rectification tools for industrial integration in practice,so as to better promote the work related to agriculture in the new era.This thesis follows the research idea of “document sorting-theoretical analysisempirical analysis-policy recommendations”.On the basis of summarizing and sorting out the relevant research,this thesis employs the industrial chain theory,agricultural multi-functionality theory and externality theory,and systematically explain the connotation and extension of the integration of rural primary,secondary and tertiary industries.In this way,a framework on the evaluation system and its potential economic and environmental effects is established.On the basis of the above theoretical analysis,the current situation of the integration of rural primary,secondary and tertiary industries in Henan Province is measured,and the related fusion effect is quantified.To be more specific:Firstly,on the basis of defining the concept of rural primary,secondary and tertiary industry integration,this thesis uses industrial chain theory and agricultural multi-functionality theory to demonstrate the rationality and feasibility of rural primary,secondary and tertiary industry integration,and clarify its coverage includes the extensition of agricultural industrial chain,the expansion of agricultural multifunctionality and the integrated development of agriculture and service industry;income distribution theory and externality theory are selected to clarify the path of how the integration of rural primary,secondary and tertiary industry affects farmers’ income and consumption as well as the rural environment.Secondly,given the problem of strong subjectivity in the construction of the current evaluation system,this thesis uses the grounded theory method to continuously analyze,condense and summarize the collected policy texts,typical cases and representative literature from the bottom up,and finally forms the final evaluation system.It includes the extensition of agricultural industrial chain,the expansion of agricultural multi-functionality and the integrated development of agriculture and service industry.Furthermore,this thesis employs the combination of analytic network process and entropy value method to obtain the weight value of the main criterion layer and the sub-criteria layer,as well as the fuzzy C-means clustering algorithm to obtain the corresponding membership matrix,considering the evaluation system is characterized by both hierarchy and fuzzification.The empirical results show that the integrated development level of the rural primary,secondary and tertiary industries is at a very low level as a whole.At the same time,there is a strong spatial correlation among regions,and this spatial correlation is positive and gradually increasing.The results of sub-dimension analysis show that the development level of agricultural industrial chain is the highest,while the development level of the integrated development of agriculture and service industry is the lowest,and the development level of expansion of agricultural multi-functionality is in the middle.Then,considering that all counties in Henan Province have implemented the rural primary,secondary and tertiary industry integration policy,this thesis empirically tests its economic and environmental effects by using the continuous difference-indifferences model.The empirical results show that the intergration policy can significantly improve the income level and consumption level of residents.Further heterogeneity discussion reveals that this positive economic effect is more pronounced among regions with higher urbanization rates.On the other hand,the environmental effects of rural primary,secondary and tertiary industry integration policies show strong differences between agriculture and industry.Though significantly increasing the agricultural pollution emission intensity,it significantly reduces the industrial pollution emission intensity.Finally,this thesis puts forward policy suggestions on promoting the integration of rural primary,secondary and tertiary industries for the Henan Province and even for the whole country.The current policies have ignored the reference and learning from similar provinces to a certain extent,overemphasized its economic effect,and ignored soft supports such as scientific and technological talents and informatization.Combined with the above empirical results,this thesis believes that efforts should be made to improve factor guarantees,highlight the demonstration effect,expand and strengthen the advantageous industries,strengthen the positive effect of increasing income and consumption,and coordinate rural environmental improvement,thus better playing the positive role of rural primary,secondary and tertiary industry integration in enhancing agricultural efficiency,rural prosperity and farmers’ income.
