Yulin city is an agriculture and pasture combined area which the former is an principal part and the later possesses the leading position in north of Shaanxi province. It is a semi-agriculture and semi-pasture region. The farming area takes the Maowusu desert to connect with a large province, Inner Mongolia Municipality and belongs to one of the Five-large-Farming-area in our country and also is the important grassland in the Shaanxi province. According to the loaded capacity of a pasturing area, with reasonably strengthening grassland construction and making out stockbreeding development, it is not only an important practice to construct the policy of "the eco-environment demonstration region in north of Shaanxi" and for the large exploitation strategy in west of China but also a struggling direction to catch opportunity, improve eco-environment construction, enforce economic developing and to build the aim of Xiaokang society.Considering the present condition of water resources in Yulin city, the paper is based on many literatures at home and abroad, adopts the technological ways of investigation and analysis, model calculation and theory research and so on, at last it concludes that water-grass-stock balanced development is the basal strategy of "double win" with economy increasing and excellent environment in area by area under fully studying utilization of water resources and some eco-environmental questions. At first, under the conditions of the executive technology, allowable economy and stable eco-environment, the article adopts some methods such as systemically dynamics and researches the loaded capacity of water resources in an area. It raises the different maximum target values that water resources can be used for different period which is the near future(2005), the middle future(2010) and the far future(2020). Secondly, according to the loaded requirement of water resources, combining the fanning present situation, the policy of "Cancel furrow back forest", it analyzes and researches the capacity rationality of water resources loaded grassland and livestock in the above three periods,puts forward the plan of grassland developing and farming scale and measures of water conservancy engineering how to protect water-grass-stock balanced development this area. The paper combines reasonable utilization of water resources, scientific plan of pasturage and scientific development of the stockbreeding, is based on making use of natural resources at the top, raises the layout promote sustainable utilization of water resources and pasture, which provides the scientific basis for economy development this area.
