With the development of science and technology, the scientific management methods have also been studied deeply day by day and more mathematics and logic methods have been applied to the project management. Network planning technique is an effective manner in construction project management which is popularized and applied widely on progress plan and management. After 1990's, because of the enhancing technique demands, increasing risk, drastic market competition, emerging mass indefinite factors and the rising rate of claim acutely in project construction, the complexity of project management has risen greatly and the traditional network planning technique can't adapt to the new situation. However, many large and meddle-sized construction company mainly adopt CPM at present which can't consider project quality, costs and progress comprehensively. Probing new pattern of project management which may conform to China has been an important subject of civil engineering management.After some problems of construction management are analyzed, an improved management method is presented by this paper based on system engineering theory, which trying to apply system reliability and considering project quality, costs and progress comprehensively. The method suggested in this paper can make construction project management programmed and systematical and it can also adapt to practical demands of engineering construction. The achievements are as follows:1. Some insufficient problems of construction management in China are posed By analyzing and comparing the international techniques of project management, and a Synthesis Control technique of Reliability is put forward creatively with the comprehensive consideration of project quality, costs and progress which strengthens the scientific, systematic and quantity of construction and a useful software system is worked out.2. Base on analyzing the influence factors of the project quality, costs andprogress, a new entropy method is raised to calculate the reliability of the subsystems by combining the entropy and reliability. Moreover, on the basis of system reliability theory, the paper views the subsystem of quality, costs and progress as a series system. As a result, the three main goals of quality, costs and progress are considered comprehensively and the reliability of each subsystem is determined.3. According to the reliability principle of complex network system, a proper algorithm model is established to calculate the minimal path sets by adjacent matrix. And on this basis, the paper improves the BDD Algorithm based on the theory of disjoint, and poses a new way to calculate the reliability of complex network system.4. The reliability of complex network system of construction can be worked out effectively by programming according to the algorithm the paper provided. During the programming, dynamic memory distribution is used to save internal storage space and to raise the calculation speed.5. In order to appraise the technological and economic feasibility of a project construction, how to define the qualified standard has been represented in the paper to evaluate the reliability of a construction network system.6. In order that the construction progress can be in a relative ideal state, genetic algorithm (GA) is used to search self-suitably the optimum solution for the complex network system of construction, by which the optimization of costs under the constraint of reliability has been solved successfully and the reliability with economy are combined in the construction. So the paper has done a good research for the cost optimization.
