The contradiction between crowded urban traffic and fast developing constructing of city is becoming more and more pendent and sharp and being focused by people. Our country has been studying the traffic planning just for few years, but the development of the cities is very fast. The analysis of traffic impact (TIA) is not integrated and systemic, such as having no united indexes and criterions. When TIA should be done, how to verge the range of the impact and select the specific index, these are difficulties of TIA.The paper analyzes the components and structure of urban traffic of our county and the seasons of the traffic jam based on the investigating the outcomes and experiences of TIA in American, Hong Kong and Shanghai. It also explains the basic theory and analyzes the defect about traditional 4-stage predicting method, and expounds the critical technology about TIA before constructing of the huge plaza:1,To resolve the difficult of O-D data collection and improve its precision, the paper applies the theory of O-D matrix deducing inversely to improve the precision of O-D data and to reduce the cost of O-D investigation and task of the arrangement;2,It utilizes the cloud model to imitate the action of cars to determine the range of the impact. It improves the precision of the range of the impact;3,How to determine the threshold of urban traffic is one of the problems in TIA.
