The period of Republic of China is an era of dramatic economic and social changes, which also booms a modern prosperity of culture and thought development . At that time a number of patriotic scholars and enlightened people were forced by the country's grim social realities, to Learn Scientific knowledge and technology from the West as"weapons"to save the country, Personnel Management, being an important part of scientific management ,was introduced into China. With the people increasing understanding towards"social man"and profoundly recognition of the importance"a person"in organization , personnel management scholars'and practitioners'research on the Personnel Management theory and practice slowly emerged from the scientific management, which formed a overwhelming trend in our country.Firstly, this thesis describes the development history that from Personnel Management to Human Resources Management,and the thoughts of each stage, so we can better understand which theoretical stage the personnel management of Republican period is; in order to lay the foundation for later discussion, It also states the background of the Republican period and its influence. Secondly, It makes a systematic introduction of the transmission and development process of the thought of personnel management in Republic period, including the situation of writings , personnel management professional academic organizations, as well as practice of personnel management thinking practice in government offices and corporations; Thirdly, by analyzing a large number of personnel management writings and personnel management system,measurement in the government offices and commercial enterprises, the writer sums up the main contents of Personnel Management thought in this period , For better presentation , the writer sets forth the essay in two aspects :government personnel management thought and enterprises personnel management thought, which discussed about the activities of staff selection , staff training, staff assessment and staff treatment ; Finally, the writer evaluates the personnel management thought of the Republican period .compare with the thought of feudal society ,It is a huge step forward,but with our present point of view,It has many shortcomings :lacking global, systemic, and strategic ideas ,don't attach enough importance to"person"and don't notice the issue of employee relations, cultural factors, environmental factors. The writer also conclues some experience and lessons about personnel management thought of this period.The biggest characteristic of this paper, is exploring the originator history of Chinese Personnel Management Science systematically from ideological perspective.The pioneers'research on theory and practice of Personnel Management in the Republican period, can not only providing our currently Human Resources Management with some experience and lessons about learnning from the West, but also do a great deal for improving the human resource management activities.
