Ability management is the intensification and development of human management. What it does in the management is to take a person as the dominant factor and arouse personal enthusiasm, initiative and creativity, especially to lay stress on the management of personal knowledge, intelligence, skill and creativity. It gives so full play to his professional knowledge or skill by using the effective methods and tactics that it can expand personal ability value, make human ability a strength for developing organization, realize the aim of organizational development, and bring about the organizational creativity.At present the situation and level of study for human management is to take a person as the dominant factor and role in an organization and lay stress on human enthusiasm, initiative and creativity in human management. However, in the times for rapid development of knowledge and information, the original thoughts and tactics of human management have fallen behind obviously. Their main limitations in the management are that they don't take human ability as the heart of matter to manage, not realize that the modern people are trying to seek the high grade needs?self-realization-----devoting all their ability to society , not realize that the social realities and the managementof human resources are in need of giving free rein to human ability and developing the latent energy of human beings, not realize that only by regarding human ability as the core of human management can they carry out human management well. So this thoughts and tactics ignore the key to ability management either in theory or in practice. In the tomes for rapid development of different fields, the practical creativity of human being is very important. As the crux of human resources, human ability is playing the important part in the different fields.As market-oriented economy, knowledge economy and information economy are developing, it is the basic thoughts and methods of human management to respect knowledge, talent and individual character of human beings and develop the latent energy of human beings. On the basic of needs of the modern times and people, we must use some new managerial thoughts and methods in human management, that is, we must take knowledge, intelligence, skill and practical creativity of human beings as theheart of the matter to manage----to carry out human ability, in order to give free rein to personalability and realize their ideals and ambitions.This paper takes Theory of Needs as the guide of research, takes human ability as the core of the research contents, and regards modern management theory and the situation of local school management as the objects of study, namely the research of combining the theory of ability management with the practice of local school management. The writer uses the thoughts and theory of ability management to solve the problems on how to appoint the school leaders to the posts and how to assign the school teachers to the posts, and raises some effective methods and tactics for local school management so that local school management can become more scientific and artistic.
