Along with the development of the division of labour in society, as a new management method, outsourcing is being paid more and more attention by scholars and enterprisers. The goal of the enterprise administration is to improve the performance. Besides the advantage of outsourcing that includes reducing cost, a heightened focus on core competencies, quality improvement, quick response to the market and administration risk declining, people also realize it brings the much disadvantage, such as losing the control to the providers, a lack of the organic study, the risk of information asymmetry, the negative response of employees and so on. Therefore the question that whether the outsourcing influence performance or not arises and it attracts the attention of the scholars.In China high technology has penetrated each aspects of economy. Hi-Tech enterprises have been the main strength of the 21 cn economy and they influence the society, national defense and culture deeply. So it has the important academic and practical significance to study how to improve the Hi-Tech enterprise management level and performance from the outsourcing. Firstly, basing on the theory of outsourcing this paper combine the Hi-Tech enterprise characteristic including high benefit, high penetration and high risk to analyze the reason, the characteristic, the actuality and implement flow of the Hi-Tech enterprise outsourcing. Secondly, after reviewing the correlative study, the paper put forwards hypothesizes from four routes. They are (1) the direct influence of outsourcing to performance; (2) the indirect influence of outsourcing to performance moderated by enterprise strategy; (3) the indirect influence of outsourcing to performance moderated by environmental dynamism; (4) the indirect influence of outsourcing to performance moderated by enterprise technological innovation ability. Then we establish a hypothesis model. Thirdly, through the spot check to Hi-Tech enterprises in. Chang Sha, we use the methods of validity, reliability, correlation analysis and multiple regression models to test the hypothesis model. We draw two conclusions. The one is that by using peripheral outsourcing the performance of Hi-Tech enterprises will be improved, especially when it pursues a cost leader strategy. The other one is that core outsourcing has a negative effect on the performance, especially when the enterprise pursues a differentiation strategy and has high innovation ability. At last the paper points out that when the Hi-Tech Enterprise use outsourcing it should pay more attention to the information & technology safe, implementing business process redesign, communication inside the organisation and integration the provider's culture. The study above provides the theoretical and practical reference to the outsourcing decision of Hi-Tech enterprises.
