The regional air transportation refers to the air transportation within the radius of 600km or within the provincial or urban administrative district. Since the opening-up and the reform, the air transport in China has been greatly developed. But with the development on the whole, regional air transportation has been ignored to some degree. At present, the proportion of regional air transportation against the entire air transportation in China is quite small and its development does not keep a good balance in different areas. In recent years, the regional air transportation has been paid more and more attention. It is faced with much more better opportunities. The development of the regional air transportation is indispensable to both the establishment of an integrated air transportation network and the development of either the national or the local economy. It's an important strategy to boost the competitive power of the civil aviation, to enlarge our share in market and make an increasing profit. The regional air transportation is vital for the economic development of the Inner Mongolia Autonomous Region. Through the analysis of the geographical environment, the natural resources, the climate and the economic development trend of Inner Mongolia, we can see the greatpotential of the regional air transportation market. However, the regional air transportation in Inner Mongolia at present has been meeting various problems and difficulties. In this article, the author, by the application of economical analyzing method of air transportation, describes the developing situation of the regional air transportation in Inner Mongolia and China. He also analyzes the causes for the stagnation during the process of development and the reasons for losses in the regional transportation market. In addition, the author puts forward some strategies and tentative plans for the development of regional air transportation, combining the reality of air transportation with the principles of supply and demand as well as those of profit and cost in economics. The vast area, diverse landforms and rich tourist resources of Inner Mongolia provide great opportunities for the development of air transportation. The rapid development of the local economy, the increase in intercourse with other countries, the improvement of the people's living standard and changes in consuming pattern are helping the air transporting market form a relatively stable demand. In the aspect of supply, seven of the airports under the administration of Inner Mongolia are regional airports, which make an integrated airport network in this region possible. Meanwhile, some airlines in our country, which own regional airplanes, have taken part inthe operation of the Inner Mongolia air market. In the future development of regional air transport, we should explore an appropriate way to give full play to our advantages. The governments' support in policy and finance is essential to the development of air transportation. Reducing or remitting taxation and strengthening interior management can effectively cut down the cost. We should involve ourselves in the market competition by employing the "Low Cost & Low Fare" strategy. One of the most significant characteristics of air transportation is rapidness. Therefore, in the prerequisite of safety, making the boarding procedure as simple as possible for the passenger's convenience is a very important factor in promoting the competitive power of regional air transportation. Seizing the opportunity of the localizing reform of airports, we ought to mobilize the initiative of governments at all levels, try to obtain the policy and financial support from them so as to guarantee the healthy development of the regional air transportation.
