Small towns play an important role in China's development of theregional economy. Small towns are not only the bound of the urbanization, butalso the forerunner of the modernization of the rural and the harmony of therelationship between cities and rural areas. The Third Session of the 15thNCCPC puts forward that small towns construction is a "big strategy" of theChina's economic development, and is also an important measure to promotethe development of the regional economy. At the same time, small townsconstruction cannot depart from the flush economy. At present academic, mostof the researches focus on the aspect of small towns construction promotingthe development of the prima industry, the secondary industry, and the tertiaryindustry, with the logical precondition that small towns construction carriedout smoothly. This hypothesis is related to the fact that small townsconstruction of China depends on the superincumbent administrativepromotion. But, in practice, the lag of small towns construction has hadnegative effects on the development of the regional economy, restricting theagricultural development, and meanwhile, there appear the phenomena ofsmall towns playing the trick of "empty city" and "countryside disease" due tothe lag of the economic growth in some regions. Such small towns can notpromote the development of the regional economy, while on the contrary, theymay waste resources and facilities, leave unused capital, and finally result inthe return of the rural labors. So in the research of the rely on each other andpromote-each-other relationships between small towns construction and thedevelopment of the regional economy, it is urgent to find out the general ruleof the dependence propulsion and interactive mechanism between them, inorder to promote the harmonious development of the small town'sconstruction and the regional economy. There are mainly five parts in this paper as follows: The first part is introduction, which consists of the research background,research purpose and significance; research status quo in home and foreigncountries, the research perspective technical path and research method, andthe paper's content system and innovations. The second part is a summary of correlative theories concerning smalltowns and the regional economy. It mainly introduces the increase-pole theory,the point-axis theory and the relate theory about small towns construction,including historical background, periods, conception, function and category ofsmall towns' development, and also indicates clearly the paper's research IIIsubject. The third part is the research of the reliance of small towns constructionof on the regional economy. Firstly, this part discusses the relation between theradiant theory about the economic development and small towns construction.Secondly, this part analyses the reliance of small towns construction on theagricultural development the secondary industry's development and thetertiary industry's development respectively. Lastly, 50 samples are selectedarbitrarily from the 1225 towns of Shandong province in 2001, and the relateddata processed quantitatively and made an empirical analysis, thus revealingthe effect of the development of the regional economy on the construction ofsmall towns. The fourth part is the research of the promotion of small townsconstruction towards the development of the regional economy, and it mainlyconsists of three aspects: 1. small towns construction can promote thedevelopment of the regional agriculture, (1)promote the agriculture'sindustrialization, (2) absorb the surplus rural labors, and (3) increase farmer' sincome. 2. small towns construction promotes the growth of the industry:(1)Polarize the development of the industry and (2) expand the development ofthe industry. 3. small towns construction can promote the tertiary industry'sgrowth: (1) promo...
