The performance appraisal is an important link in civil servants' management, and occupy the central status in the management system of the personel.It is a world-wide problem in public administration that how to make appraisal easy and high-efficient. So the performance appraisal is not the most important problem in civil servant's management but has a realistic meaning, the paper analyzed the meaning and value of the performance appraisal, discovered the numerous problems in the performance appraisal system of china's civil servants, from which the conflict among theory and practice can be viewed; On the basis of analysis to the reason that the problems produced, including system and legislation, government, social environment, and civil servants. The writer proceeds to raise suggestions concerning the improvement of the performance appraisal system of civil servants as follows: concept,system and legislation, operation, in order to establish a scientific appraisal structure, hope to clean the conflict among theory and practice, and have benefits in perfecting the high-efficient appraisal system of China's civil servants with Chinese characteristics.
