A Study On Organization Structure Of JingZhou Water Industry

In the last two decades, with the practice of reform and opening policy, the country's economy developed rapidly, society had made remarkable progress, and cities had changed dramatically. However this situation made strong contrast with: The city water industry as one of the important components of the city public utilities was lagging seriously behind, the management and price system of city water industry was in chaos, Even the notion considering monopoly and allowance were natural things still prevailed.In the long-term, the increase of water industry will maintain at a rate of 15% or so, the rate of investment repay will higher than the average level of other industries, the characteristics of huge market and stability of growth income will make the attraction of the water industry. As other capital markets become weaken and risks increase, captial's nature of chasing profit force the abroad capital, national capital, and private capital to contend for the China's water industry market, which to a certain extent will speed up the development of the water industry. In the last several decades, JingZhou City's water corporations had made great contribution to JingZhou City's water industry, however, along with the further reformation, more and more problems exposed, and the gap with other domestic advanced water corporations became larger and larger. these main problems are: technology and equipments are outdated, the institutions and notion of the enterprise is obsolete, personnel excessively, lack of communication between each departments, administrations is swollen, selfish departmentalism, management development for piece partitioning. These have been seriously obstructing the development of JingZhou City's water industry, reform have already been a inevitable trend. According to the principle and procedure of the theory of organization design, character of Urban public utility, and concerning the current status of JingZhou water industry, a solution of organizational structure design has been raised. In this paper , there are four parts: 1)introduction, including the important of city water industry and the purpose and purport of this thesis; 2)the current structure and analysis of JingZhou water industry, and indicate the major problems; 3)the theory of organizational design, summarizing the principle of organizational design; 4)the solution of organization of JingZhou water industry.
