On the basis of probing into research and application current situation of technical employees' performance appraisal theory and encouragement theory, through questionnaire investigation, having an informal discussion, consulting experts, etc., this paper carries on an investigation in technical employees' demand of SPCI, and carries on an analysis of its encouragement mechanism current situation at first, thus the main problems existing in performance appraisal and encouragement mechanism of the institutes have been diagnosed, and the performance appraisal problems mainly includes that: there are subjectivity and randomicity in appraisal, the integral level is appraised incompletely, the appraisal object is singly, and the appraisal result is not used optimally, etc., and the.paper has analyzed these questions deeply; Secondly, aiming at the main problems existing in performance appraisal, according to the demand of SPCI's technical employees, the paper probes into the objective of performance appraisal and the principle designing a performance indexes system, and has defined the technical employees' performance indexes system, which includes three first class indexes: quality, ability and performance, and the corresponding the second class indexes and the third class indexes; Moreover, using AHP method, the paper proposes a comprehensive appraisal scheme of the qualitative indexes in quality and ability, and lodges a comprehensive appraisal scheme of quantitative indexes in performance, then the technical employees' comprehensive performance appraisal scheme of SPCI is constituted and demonstrated, and the suggestionguaranteeing the scheme's implement is put forward; Finally, aiming at the main problems existing in encouragement mechanism, the paper designs salary structure modes and encouragement mechanism scheme for SPCI's technical employee, and has proposed that property right encourages scheme for SPCI, so as to achieve the goal of exciting technical employees' innovation spirit, still propose that SPCI should perfect the performance appraisal scheme and encouragement policy continuously according to the above thought.
