21 century is an epoch of knowledge economy and innate character of knowledge economyis to innovate. Education however is a foundation of knowledge economy because persons oftalent are the main body of innovators. Innovating capabilities of science and technology andthen economic growth of a country are all determined by its development level of education. Grown processes of developed countries and our country have showed that education hasplayed more and more important role in economic growth and its contributions to economicgrowth are more and more large. In reverse order, economic growth has stimulated demandsfor education with new and higher requirements and supplied development of education withenough to persons of talent, goods and materials and financial resources. Specially, development of world economy has made clear that human capitals can not been replaced ineconomic growth. It is a very important how to estimate the quantity relationships of different levels of education and economic growth and their contributions to economic growth andcoordinate education development and economic growth.Traditional methods of estimating educational contributions to economic growth are Remainder Analysis, Denison' s Economic Factors Analysis, Labor Simplify, Total CourseTimes, Labor Productivity, Production Function each of which has its strong points. Their common shortcomings are analyzed in the paper, that is, that capital data is replaced byinvestment due to lack of it, diversity of channel of investment is not considered in thecondition of more and more family investments in education after taking Reform and OpenPolicy and educational contributions to economic growth are simply measured. However, education and economic growth is efective and restrictive each other because it has in factdiferent levels and is a part of economic system. Being lack of educational contributions ofdiferent levels to economic growth and without building the relationships of educational, scientific and economic regular patterns, the estimations from these methods have larger error. We therefore think it is only meaning to estimate educational contributions of different levels to economic growth in economic system according to recognizing regular patterns of education, science and technology and economy and can just supply basis for harmonizing education development and economic growth.In accordance with principles of Educational Economics, Econometrics, Statistics, Economics, Education, Management in the paper, relationships of education and economic growth are studied from six aspects, that is, (1) reviews on education development and economic growth, (2) therelationships of education and economic growth, (3) education production functions with educational contributions to economic growth, (4) education system dynamic model, (5) policy and proposal of educational development. Education production functions is built by the regular patterns of education, science and technology and economic growth, and education system dynamic model is first built to estimate educational contributions to economic growth and it can simultaneously estimate both educational contributions of different levels to economic growth and the quantity relationships of education and population, employment, financial, money, income and distribution. Our country's policies and proposals of educational, especially higher educational developments are given to base on these models and actual analysis from them.There are three important aspects in the paper. First positive related and dialectical relationships of education and human capital, science and technology and economic growth are given. Secondly education production function and surpass production function are built to measure educational contributions of different levels to economic growth according to dialectical relationships of education and economic growth and two ways in which education has effect on economy.
