With the coming of globalization of economy and knowledge economy, the environment enterprises face becomes more complicated and changes more rapidly, and competition gets more intense than ever. In this intense competition, information and knowledge come to be core competitive factors instead of the traditional capital. While human is the fundamental carrier of information and knowledge, human resource becomes the most important resource on which enterprises try to secure competition advantage. Enterprises come to focus on talents to maintain their competition advantage and urge to establish effective internal management mechanism to promote its employee's competency. Therefore, based on situations they faced, enterprises can establish successful performance management mechanism as to improve their whole management. In this report, the author focused on how to establish an effective performance management system. Firstly, the author gave a deep investigation into the Telecommunication Planning & Design Institute Co, Ltd, and gave a thorough analysis on the problems existed in the enterprise's performance management system. Secondly, the author recalled the development trend of telecommunication industry and gave a SWOT analysis. Based on the above analysis, the author ascertained three key performance functions: design and consultation function, internal management function and human resource management function.Based on the strategy, the author stated the objectives and principles of performance management system, then, a performance management system was designed.In the last part, the author discussed further some useful measures to improve the performance management system.
