In the modern sense, the blame and resigning is originated from the western servant system,and is also the products of political civilization development.In the forergn countries,the blame and resigning has beeome a routine way for the Withdraw mechanism of civial servents.But recently,many countries don't have the related law articles on the system of the resignation for blame.In some sense,it much more like a kind of unwriten stipulation. But this institution has been introduced into China and will be gradually established with relevant regulations promulgated and attempted trials in local area. This is the inevitable demand of pushing forward democracy construction and carring out society equity,and it is also the inevitable claim which constucts a country under the rule of law.Taking the blame and resigning is an important way for the officials who make mistakes to undertake the political liability and the moral responsibility on their own initiative.It is a behavior that, they rebuke themselves.But in the process of the concrete implementation of the system,the effect is far from the original intention, not entirely as desired,even meets working resistance from various aspects.There are many phenomenon not resigning out of mistakes,lax execution,mere formality.Some officials who"have mistakes"take advantages of twisted understanding and disguised execution of the system,they makes it become a protective umbrella under which they can escape legal liability and administrative responsibility.This affects the solemnity, authority and fairness of the"civil servant laws",and harms government's good image in people's mind.Therefore,we must consummate the system of the resignation for blame comprehensively.The article is composed of five parts:Part one, introducting of the research baekground,the research significance,the research status at home and abroad,the research contents and the innovation;Part two,focusing on the general theory of the system of the resignation for blame,explaining the connotation and theoretical foundation of the system of the resignation for blame,as well as the signification of implementing the system of the resignation for blame in our country; Part three,discussing the development process of the system of the resignation for blame based on its development status,analyzing the problems in the specific practice and the reasons of causing dilemma;Part four,integrating problems during the development of the system of the resignation for blame,proposed routes to perfect our system of the resignation for blame from moral,system and law three parts,through the-depth analysis;Part five,introducing the writing intention of article and research summary.
