Study On The Reform Mode Of Management System Of Township Government Based On Villagers Autonomy

Our country basic unit of administration is made of two part. One is grass-roots level power namely township government, which has the official national administrative power. The other is villagers autonomy organization, namely the villagers committee, which is lawfully elected grassroots power, directly exercises their democratic rights and implementation of self management. The two subjects form a kind of governance situation of interaction and cooperation and game, with mutual penetration and influence. The township government is the grassroots political power in society management, which has the most direct and close contact with the villager autonomy organization. The development and perfection of the management system reform of township government,is an important factor in relation to the anticipated goal of administrative system reform in China. But in reality, due to a variety of factors, especially the drawbacks of the township government administrative system, there are contradictions and conflicts between the town government and the villagers autonomous organizations, which hinder the efficiency of the rural governance. The reform of government management system can promote the perfection and development of the villager autonomy, and it needs the continuous development of villagers' autonomy to advance itself. So the research and exploration on promoting the reform of the administrative system of township government, through villagers autonomy has the important theoretical and practical significance, in the theme of the transformation of the development mode and the construction of socialist new countryside.Taking the villager autonomy, a democratic system as a starting point, focusing on the township government system reform, this paper mainly discusses the interacting relationship between villagers autonomy and the reform of township government administrative system. First it did a literature review on current theory research at home and abroad with normative analysis and then fully introduced theoretical basis of the management system reform on township government based on villagers autonomy, including not only the concepts of villagers autonomy,reform of township government management system and the reform based on villagers autonomy, but also governance theory, community theory and democratic administration theory. It analyzed and constructed reform orientation of township government management system based on villagers autonomy under the relevant theory. Then it gave historical analysis on the development of villagers autonomy, and relationship between villagers autonomy and reform of township government management system. After that, it did an empirical study on the reform of the management system of township government from the perspective of villagers autonomy, taking Mazhang Town, zhanjiang City as a case. It found the problems and their causes in the township government system from the development of the villagers autonomy, and put forward measures and suggestions on reform of the management system of township government on this basis. According to this article, the government should do a role positioning, and a functional partition. It should clearly define rural power, and reposition function on economic development, and improve social management function, and strengthen the public service function. Besides, it should promote the reform of management system of township government from optimizing institutional arrangement, strengthening performance management, improving the rural cadres and insist on specific administrative measures in accordance with the law. Those helps to promote regulating the operation of the current rural grassroots regime, to consolidate and enhance the ability of administration, and to promote good operation for rural governance, which can provide references for decision.
