The civil service incentive mechanism is the core of China's civil service system, the internal mechanism, which runs through the civil service has always been, is to stimulate enthusiasm for the work of the civil service, thereby enhancing the efficiency of the important part. In order to allow civil servants to work to achieve greater performance, we need to mobilize all the motivating factor to improve the civil service's enthusiasm, initiative and creativity, and give full play to their potentials for work, thereby enhancing work efficiency, allowing targets to be achieved. However, with China's socialist market economy, the continuous development and government reform step by step, with the attendant incentives to expose China's civil service a growing number of problems and defects, which are necessary in the existing civil service incentive mechanism reflect on and improved. In this paper, the demand for county-level civil servants, the positive impact of factors and incentives for evaluation, political motivation to conduct investigation and study, combined with the literature data and theory of the perfect county-level public incentive measures. This article aims to draw on Management (Maslow's hierarchy of needs theory) and economics (economic man assumptions) related to the theory of incentives from the county-level operation of the civil service realities of china incentive problems in the civil service and made some analysis of and build a new incentive mechanism.
