Since 1990s, the research and the practice on the Industrial Clusters, which is served as a channel to enhance the regional competition force in the course of economic globalization, has been booming worldwide. Being inspired by the exemplary effect of the successful clusters from such areas as the central and the northeast region of Italy which is so called "the Third Italy", the " Silicon Valley", the peninsula south to San Francisco in central California as well as the Otaqu District of Tokyo dominated by machinery industries, quite a number of countries and regions include many places in our country (such as Zhejiang province) had focused on the Industrial Clusters as a strategic way in implementing economic policies. And the United Nations Industry Development Organization (UNICO) and Economy Cooperate and Develop The Organization (OECO) spared no efforts to strongly publicize the Industrial Clusters Strategy.Yet, not all Industrial Clusters is successful, nor can they sustain long-term competence. Failure cases are far from rare, e.g. the automobile clusters in Detroit and thermos cup production cluster at Yungkang in Zhejiang Province etc. The Industrial Clusters strategy will not go smoothly without a thorough understanding of the risk in it. The research in China is just at preliminary stage and most of which is only focused on the theoretical study.The following article, embarking on the present development of the Industrial Clusters home and abroad, describes the status and challenge of Industrial Clusters in regional economy against the globalization background, systematically analyses the cause of Industrial Clusters risk, the interrelation between the risks and different clusters types, which is followed by a surveys to the development of special Industrial Clusters in Wenling City and explores their risks and effects on regional economy so as to prove the aforesaid theory. In the end, the article brings a feasible measure suggestion from such viewpoint as how can local government bring the Industrial Clusters into full play and avoid related risks in formulating regional economic development policies.
