Stimulation is a significant aspect of management activities, and incentive mechanism is the core of the civil servant's system. Since the widespread of the civil servant mechanism in 1993, the traditional National Cadre personnel mechanism, famous for its spiritual prompting, has been gradually changing into the civil servant which still inherits the conventional spiritual prompting. With the opening-up and reform policy getting more and more deeply, especially the setup of market economy mechanism, the traditional spiritual prompting in National cadre personnel mechanism has faded in stimulating the civil servants with more and more disadvantages emerging from it. However, much importance hasn't been attached on the incentive mechanism in the academic field, and especially there is lack of the combination of current theory of management and the traditional one.In recent years, the researchers tend to realize the importance of incentive as a component of advanced management methods and attach great importance to the investigation of incentive mechanism. The studies on this topic are gradually increasing. Based on the former researches, this article claims that the research should refer to and learn from the advanced foreign motivational theory, and connect with our native traditional culture, so as to perfect our incentive mechanism and coincide with the customs and situations of China.This article is composed by three parts: the first one mainly expounds some related theories, the significances of incentive mechanism in the management of the civil servant; the second one analyzes how well the incentive mechanism operates. It generalizes the existent incentive mechanism as well as its effects, discusses the existent problems and reasons and puts forward methods on how to improve it.The last one comes up with the measurements and principles of improving the incentive mechanism.Combined with the current situation of China, this article focuses on the significance of enhancing and improving the supervise mechanism and Administration management, in order to implement the incentive mechanism better, based on the Max Weber's management theory and some opinions from new public management. As a matter of fact, the quality of a civil servant is a very important factor to the service standard to the citizens' service, and it's urgent to enhance and improve the incentive mechanism, the qualities and the abilities of administration in them as it is correlated with the images of our government.
