The learning organization theory is a new management thought which first arose in the western industrial and commercial management field and has been widely applied to today's private management practice .Nowadays, the term "learning organization" has become a fashion .However, the learning organization theory is not a ripe theory, mainly because people feel uncertain on how to understand "what is the learning organization". After a brief survey on the developmental history of this theory, the thesis puts forward its own understanding: the learning organization is not a new organization type, but a new management model and method. And the gist of this new management model and method is learning management that will form shared vision. Based on this premise, the thesis discusses the possibility of this theory's application to government organizations and puts forward that a government which applies the learning organization theory to its management practice is a learning government. It is significant to apply the learning organization theory to government organizations, to build a learning government .However, for the specialty of government organizations, there are difficulties to build a learning government, such as systematic and psychological obstacles, etc. At the close, the thesis offers some advice on how to build a learning government that includes macro and micro channels .The macro channel is to give a hardware platform such as service administration idea and an ultra-text structure .The micro channel focuses on detailed methods in government organizations as software.
