Villagers'self-government rose in the countrysides and communities at the end of the 1980's, aiming to make billions of peasants active in autonomy and directly democratic practice. As the necessary historical process after the reform of rural economic system, it transfers the oneness of administration and community and the tradional mono-administration to establish the new rural administration through legal autonomy and direct democracy.Villagers'self-government, a new rural system, is characteristic of internal management of village affairs, with no interference of other organizations and government. The villagers"elect, vote, manage and supervise democratically", autonomously manage the public affairs and welfare undertaking and carry out autonomy. Since the Organization Law of Villagers'Committee was promulgated and carried out , villagers'self-government has been developed greatly, with the"four democracies". However, it is a kind of"democracy of grassroots"after all, and in autonomy have emerged"growing vexation"and"developing dilemma",due to the continement and influence of macro-politics,local economy,culture and other factors.The most typical of all is the alienation of villagers'autonomy, blockading the sound development of the autonomy.There are three parts as follows: part one treats the alienations of the autonomy. It analyzes the relationship between township government and villagers'committee and that of the two committees, racial and factional organizations and economic communities, and puts forward the solutions to problems with townships exceeding the powers to violate others'rights, two committees competing for rights, racial and sectarian organizations usurping rights elaborately, and economic organizations manipulating autonomy. Part two analyzes the cause of the alienation. It is related to transformation of macro-politics and social management, frailty of rural economy, quality of cadres and grassroots and unsoundness of legal systems etc. Part three puts forward the solutions to the cause of alienation.
