The development of economy and society has in such an overall social scale brought a more important role for local government, in which offering an effective public service has become one of the most significant functions of local governments in every country. Swimming in the tide of a strengthening globalization, local governments are under the same pressure to improve public service performance. Under the guide of New Public Management Theory, Governance Theory and New Public Service Theory, reforms in local governments in Western countries have shown great similarity in building a service-oriented government. Local governments in China began their probe from the middle of the 1990s, from then on to the present construction of an all-scale service-oriented local government, certain achievements have been realized. This paper starts from present achievements, in view of experiences and setbacks in the West, combines the current condition in China in the relevant construction, selects Donghu District in Nanchang as its case, brings forward more measures and theories to push service-oriented local governments in China.
