Since the implementation of the reform and opening-up policy, a large number of urban-rural laborers have entered the cities and gradually, they became the main force and new blood in the construction of communities in cities. As a new social stratum in the city society, the urban-rural laborers have made tremendous contribution for the urbanization and modernization of the cities. While we enjoy the achievements which have been brought about by the urban-rural laborers to the urban construction, we have not given due attention to the series of social problems emerged after the urban-rural laborers entered the cities. They are "persons on the edge" in the city society.The community participation is the innate impetus which promotes the development of community and the harmony of society, the degree of the community main body's participation in community businesses is an important norm to measure the construction level of the community. To change urban-rural laborers' status as "persons on the edge", the first thing is to entrust them with the equal right in the community participation.Taking urban-rural laborers in the city W as the sample, by investigating the present conditions of their community participation; we have discovered the urban-rural laborers' city community participation presents the following several characteristics: disorderliness, narrowness, passivity and disorganization. Kinds of exclusion from the city society are the main factors which affect urban-rural laborers' community participation: First, the repel caused by the city law, the system and the social policy have led to the lack of urban-rural laborers' right in community participation; Second, the network of social relations in the cities have blocked the channel for the urban-rural laborers to participate in city community; Third, the psychological repel from the community residents has intensified the urban-rural laborers' isolation from the city society. The city society has formed a repel system against urban-rural laborers, this system has deprived urban-rural laborers' right in community participation, blocked the channel and dispelled their enthusiasm to participate in the community.The problem of urban-rural laborers' community participation is caused by many factors; however, the social system, social organizations, network of relations and the psychological aspect of the residents are the deeper ones among all factors. Therefore, to change the urban-rural laborers' low community participation, firstly, we must start with the social exclusion such as the social system, and at the same time, work on urban-rural laborers to solve the problem of their integration in the city. It is imperative to fight against s social exclusion and construct a mechanism for the community participation of urban-rural laborers. Firstly, the system barrier must be eliminated, urban-rural laborers' rights and interests should be defended, and they should be given more rights and opportunities to participate in community. Next, to improve the tolerance of community organizations, cultivate the urban-rural laborers' organizations in community vigorously, raise the urban-rural laborers' organization participation level, open up the channel for urban-rural laborers to participate. Thirdly, strengthen the exchange and the interaction between urban-rural laborers and the local inhabitants, eliminate the isolation in community and expand the participation channel. Finally, ensure that the urban-rural laborers can participate in the decision-making of community business and cultivate their sense of participation.
