After Chinese SARS, the importance and urgency of managing the public crisis are becoming more and more evident. And this issue attracts a lot of attention Of the searchers with the Crisis of international public relations and the crises in economic sphere. The researches include the building of the legal system, media management, Construction of other aspects of the public crises, but since the public crisis research started lately, We has not yet formed a complete system theory. We should do much to form the complete system theory,form the interdisciplinary theory,emphasize quantitative research and model to predict the crisis. I really hope can do something to fulfill the goal.The different angles of researches is gradually enriching the content and depth Of public crisis theory. The purpose of this paper is to study the organizational structure and human resource management of public crisis management, and to form basis of the organizational and human resources for the huge and complicated system.This paper is divided into four parts.The first part is an introduction. First, it points out the question that this paper is ready to resolve, then tell the important concept,research status,the theory and the research methods of this paper.The second part is the classification of public crisis. Since different types public crises needs different response and management program, what we should do is to classify the complex public crisis reasonably.The third component is the organizitional design to deal with the inefficient organization. Through the analysis of the status of the organization, we get the conclution of inefficiency of the organization. Then look for the methods of changing the status.Then The last part is to the personal methods to deal with the inefficiency. After the analysis of different problems existing in the human resources management of government crisis management, I recommend to establish a system which can adapts to the macroeconomic environment, with a scientific and rational organizational strategy, organizational structure and internal environment. And finally discuss the several key links to resolve the problem.
