As an important component of China's political system, county-level governments have been playing an unable-to-be-ignored, even irreplaceable role in the country's political, economic, cultural and social management. They are both the joint of the urban and rural management and the connection of micro-management and macro-management. A county-level government is the most important executor and implementer of the Party and the country's guiding principles, policies and laws, and it's also the maker and commander of the county's economic and social development policies. It closely relates to people's everyday life, and also closely links to the social environment. From the view of system, on the one hand, a county-level government itself is a system made up of its government agencies and its staff; on the other hand, the county-level government is a key element of the social system. This dual role decides that it, as a subsystem, plays an overall function, exchanging the materials, energy, information with its outside social system, at the same time the giant social system will also make a great impact upon the county-level government itself. The ever-changing environment requires county-level governments to reform and innovate themselves continually.Since the reform and opening up, China has been transforming from a planned economic system to a market economic system, while facing many opportunities and challenges brought about by the transition of social patterns from an agricultural society to an industrial and information society. During the transition period, China is faced with how to adapt to local market economic reforms and the changes and impact brought by the economic globalization and informationization. At the forward position of economic and social management, county-level governments must conform to the trend of the times, continuing to reform and innovate the managerial systems to enhance their adaptability and administrative capability. Thus, the relevant theoretical research must follow up to play its role in guiding the practice. At present, academic studies of the management of a county-level government mainly focus on setting up government agencies, defining and shifting their functions, and so on, lacking systematical and comprehensive research on the governmental administrative system. This thesis attempts to carry out this kind of research and discussion, and therefore it has undoubtedly a strong theoretical and practical significance.This thesis consists of an introduction and three main components.The introduction: telling the reason for writing; reviewing the domestic relevant research on the topic to be discussed; defining the concepts of county-level government, the governmental administrative system, the innovation of county-level governmental administrative system; putting out the methods for research and the frame of the thesis.The first main component: explaining the necessity for the innovation of the county-level governmental administrative system. Through analysis, the author points out that county-level governmental management must adapt to the contemporary Chinese administrative ecology. To innovate the county-level governmental administrative system is an urgent need to promote and coordinate the county's economic and social development, is an inherent requirement of socialist democratic politics, and is also one of the important contents of building an innovation-oriented country.The second main component: analyzing the obstacles to the innovation of the present county-level governmental administrative system. After examining the status quo of China's county-level governmental management, the author points out that backward idea of management, inaccurately-positioned functions, unscientific organizational structure and that the operation of the administrative power is not optimal are four major obstacles to the innovation of the county-level governmental administrative system.The third main component: discussing the countermeasures of the innovation of the present county-level governmental administrative system. Learning from the experience in some developed western countries' and China's own local administrative reforms, respecting the current situation, the author proposes that we use the theory of Government Process Reengineering (GPR) as a tool to innovate China's county-level governmental administrative system according to its administrative ecology. Updating the managerial ideas, transforming governments' functions, constantly regulating the organizational structure, and optimizing the operating mechanism of power to achieve mutual coordination and appropriate separation of decision-making power, executive and supervisory power are the four key aspects of the administrative innovation.The main innovation of this thesis lies in the following: First, conducting a comprehensive excavation of the theories of Business Process Reengineering, Business Reengineering, Government Process Reengineering and Government Reengineering, the author holds that government reengineering should absorb the two ideas and core of Theory of Reengineering---thorough and fundamental, to reform and reengineer the managerial ideas, principles, structure. Thus the author has expanded the connotation and the scope of the application of Theory of Reengineering. Second, using Theory of Reengineering as a tool, the author maintains to have a comprehensive reengineering of the managerial ideas, functions, structure of county-level governments, and it, to some extent, achieves a breakthrough.
