In the process of the reform, opening up and the transformation of government functions, and with the economic, political and social development,the development of Study Of Non-government Organization (NGO) Shows robust trend. Both its development and the rise are similar with Western developed countriesthe on theoretical origins and background,furthermore, it has its own special background and actual characters origined from this sepcial background in China's current institutional environment. On the state government's perspective, the one which matches it is the Government Management Research Of NGO .At present,Chinese scholars have mostly involved in Government Management Research Of NGO. However, most of them do research based on Western theory, or the perspective of a single entry point for the issue. According to its own characteristics of China's Non-government Organization s in its rise and development as well as comparison with the Western developed countries,This paper attempts to do a system of carding and analysis to China's government management of NGO, analysize the exsisting problems in China's current management, and put forward to relevant suggestions based on the problems.This paper consists of four chapters. The first chapter is the analysis to the rise of China's NGO and its basic characteristics on the base of theory of foreign NGO ; The second chapter is a systematic analysis to the current situations of NGO managment both in China and Western and starts from the relationship between government and civial organizations; The third chapter is research of our civil society organizations in the management of the legitimacy of civil society organizations, and relevant policies and management problems in the system based on comparative analysis of the second chapter; The forth chapter is putting forward to relevant policy and suggestions on training and supervision of NGO based on the problems in chapter three.
