Along the reform and opening up, our country has been making significant progress in the field of economics and democracy; moreover, the international status and influence are growing steadily. Chinese people are indeed benefiting from all the changes. Yet they are not contented, now they want more changes in their lives, economically and politically. The improvement of market economy and emergence of unfettered social media bring both opportunities and challenges to the government. Nowadays Chinese government has to do far more things than ever before. It is pressing for them to improve the abilities to discern situation, analyze complex affairs and resolve practical issues. Civil servants are the ones who carry out the government's responsibility. They play an important role in the development of China and their qualities and competence are directly related to the managing level and efficiency of the government. Therefore, to rise to the challenges in the aspects of social environment, organizing and managing reformation, it is crucial to build the civil servants' competence.This dissertation analyzes the civil servants' competence in six chapters. At first, the setup, growth and the objectives of civil servant system in China are discussed in a chronological order. Then, comparing to civil servant system in developed countries, the dissertation examines the current institutional obstacles and presents prescription for the civil servant system in China. As we know, the system of civil servants are originated from Europe in the 19th century, and evolves into a mature social system with scientific and complete procedures for evaluating and training civil servants' competence. Our country adopts the system in the nineteen's in the last century, yet the civil servants' competence are far behind the development of economics and politics. It is imperative to improve the civil servants' competence for the sake of the Party as well as the people.To radically improve the civil servant's competence, one could not count on one training course or one particular leader; it is in fact systematic reformation that matters. Examining the systematic obstacles in the building of civil servants' competence, this dissertation brings forwards the reformation in employing, assessing, training and dismissing institutions, fostering a competing, inspiring and studying atmosphere. Employing and dismissing institutions are prerequisite for the building of civil servants' competence, because the civil servants group could only stay vibrant by letting the capable new ones in and incapable ones out. Assessing system is of key to inspire the civil servants, and drive them to work hard and make progress.Training is a direct and most efficient way to improve civil servants' competence. According to the experiences from developed countries, training should also be the centric institution among all the civil servants' managing institutions. Civil servants could only be employed, transferred or promoted after training, and the grades of training should also be part of the assessing institution. One could not be emphasizing the training system too much, as it is essential to put the civil servants' competence building to the centric position and therefore resolve the problem of civil servants' competence from the very base.
