In the Knowledge Economy Age, the organization's dependency on human resources is getting stronger, The quality of human resources directly decides the competitive of organization in the society. Because of the intense market competition, social requirements for the public services which provided by governments were in ascension. As a directly carrier which provide public services and public management, civil servant's ability must be improved. Therefore, the quality of civil service also puts forward to the new requirements. While training is the effective guarantee to improve the level of public service and public servants of administrative ability. Because the traditional training methods for civil servants training is not good enough, so this article using the concept of private organizations training and introduce the "competency" into public organization training. The writing of the article is based on the methods of normative research and literature research,and then discusses on how to build a civil servants training system of competence-based in detail.In the basic perspectives of competence, based on the post competency of civil servants, this article analyses the disadvantages of the current civil service training system and the cause of poor training effect, then discusses the effectiveness of civil servants training based on competence, and to enhance the effect of training by building the training mode of civil servants based on competency. This article could be divided into four parts. The first chapter is introductory theory, which mainly introduces the thesis'background, the research topic and the research ideas. The second chapter may be divided into theory introduction about competency and its development, and then comb the system of the civil servants training which bases on competence and reviewe the relevant research about competence-based training for civil servants. The third part discusses the current status of our country's servants training in detail, and analyzes the present problems existing in the public servants training. The fourth part discuses the rationality and necessity of the competence-based training in the government. On that basis, this chapter mainly discusses how to build a training system of competence-based, which includes specific discussion on training demand analysis, training design and develops, training implement and transforms, and training effectiveness evaluation. This article break through the original analysis framework, and provides new ideas and reference model of civil service training system for our country.
