Since the implementation of villager autonomy,the township in nature has undergone profound changes,but there is still irregular,uncoordinated and even conflicting of rural relations in reality.This situation has seriously constrained China's village-level democracy to develop healthily.Most of the villages in China,the village committee's actual ability of intervention and control to government personnel,the Chief and services,villages on the whole remains clear relationship between upper and lower administrative order,or are a kind of administrative township,but there is still quite far away from the "guidance" relationships of relevant laws and systems.Township's adjustment should be the dual transformation process of "rural governance" and "village governance",but in view of advantages and special status of the government in the relationships between villages and towns,it was believed that the key to improve the relationships is the government of villages and towns.There being a long time that scholars research on the country relation, in recent years the studies on the relationship between the villages have made great achievements.Some more systematic ideas and theories were produced.However,most experts and scholars only study on the system itself or the state of country relations,but there are some aspect should be studied,such as the villages government play their function positive or not, how can the government can give full play to advantages,how can the government lay a proactive role in more of the township government,and actively push forward the rural grass-roots democratic process in the areas of research,the majority of scholars hold a negative attitude toward the township government.It was also believed that the township government for the villagers and the villager's self-government has the absolute advantage in promoting grass-roots democratic process;they should play the leading role in improving the relationships between villages and towns. However,most of both the town and township leaders had deep enough understanding of autonomy,let alone take the initiative to promote grass-roots democracy construction in rural areas and promote a harmonious country relation.The characteristics and innovation of this paper is that the country relation will be studied from a cut-in point of the township government taking the initiative to guide villager's self-government in order to try to find the ways and means to accelerate the rural grass-roots democratic process,achieve a healthy country relation interactive and promote the harmonious development of rural society.In this paper analytical methods of specific interviews and the historical research were mainly used.The deep-seated reasons leading current problems in the relationship between villages and towns were summarized and analyzed taking Tuoketuo County as an example.Methods and measures to play a role in township government and improve the relationship between villages and towns were discussed and more systematic and comprehensive views and conclusions were finally put forward.The author thought that the main problems existing in the relationship between villages and towns were the villager autonomy with the thick implementation color,benefit-games tension relations and the weak organization foundation as the representative of villager interests.The roots for the problems are national development strategies and villages demand dislocation,the inertia of the old system,and shortage of related systems, as well as the disparity of capacity of games.On this basis,aiming at the recognition and expansion of the township government autonomy,and establishment and improvement rural effective governance rules,four recommendations were put forward in order to promote the benign interaction of relationship between villages and town.
