Civil society, the vector and the perpetrators of the national public administration and public management play a very important role on the implementation of administrative management and the provision of the social sercices for the governments. On the effects of all the principles and policies that were established. Peoples Republic of China Civil Law is promulgated and implemented, which marks the formal beginning of the civil service system standardization and systematization scientific orbit in our country. The personal management in China's government agencies has made a historic leap from the planned econmmy model to the market economy model. However, due to the concept,the environment, institutional and other factors, there are still some abstacles of the incentives in the civil service management. It is an urgent task to explore the incentive forms actively and effectively. Gradually improve China's civil service incentive mechanisms according to China's actual conditions and the practical experience abroad to enhance the ability of public servants, working efficiency,and serve the people better,to provide a strong guarantee for building the harmonious society.The literature analysis is used in this paper. The article first analyzed the theory of the incentives of civil servants ,and then introduced the incentives of civil servants abroad and the inspiration for us, and then analysised the states of the incentive mechanism's status and the cause of it. In the end, made some suggestion on improving the civil service incentive mechanism in China: First, to optimize the administrative culture, foster the positive and healthy mental administration; The second is to broaden the channels of promotion and the space to expand and to establish the whole management of the seven psychological contract to maintain the incentive effect;Third to build a learning organization to enhance the learning ability of the civil servants;Forth,to improve the performance appraisal system, and establish an open and democratic multiple assessments system;Fifth,to establish a sound salary structure,introduce the performance pay in due course; Sixth, to create a sound monitoring mechanism to create a fair word for the civil service environment.
