The military retirees make special contribution to the Party and our country. They are the heroes of the People and valuable assets of country. Our country and our descendants will not and should not forget their indelible merits and achievements. So we should arrange for the old age of the military retired properly with their basically political treatment unchanged and better living treatment, and pay attention to their important role, which can really help them to have a sense of security, a feeling of happiness, a sense of worthiness education, what's more, we should ensure their medical care and lifelong learning.With the transition of the economy and society of country, especially in the current period of planned economy to a market-oriented economy, from Control-oriented government to service-oriented government.The traditional model of public administration as a fundamental feature of the practice of the military retired management of service has shown more and more prominent non-adaptive, and its management principles and services means have been seriously challenged by the situation development and environmental changes, even gradually invalid or outdated in practice .From the original units managements to the socialization management step by step ,the military retired management mode has experienced a combination of decentralization and a unified management .The essay is divided into 6 parts. The first part id introduction for explaining the aim of this essay: the conception of the military retired and relative cognition. The second introduces the history and status quo of the military retired service management mode through the statement of the creation and content of the military retired service management systems.The third part focus on analyzing the necessity of the management reform of the military retired service management, from the social environment and the situation faced by the military retired service management. The part 4 analyze the top-down policy–making of military retired service management , the personal concept of the retired and the constraints of the social development ,then to look for the reasons or the shortage of the military retired service management socialization at this stage .The fifth part begins from the view of exploration and innovation over years of the military retired service management socialization ,and explore a number of basic practices of the military retired service management socialization to come up with new ideas about improving the military retired service management made in Qingdao. From the view of making the rules and systems, part 6 discusses how to insure the management system and operational mechanism of the new military retired service management through introducing community resources. Looking ahead, we should explore the ways of transiting the military retired service management mode to community resettlement and socialization service management .At the end, it's a brief conclusion.In this essay ,we discuss the problems in the military retired service management in Qingdao .And from the perspective of innovation, we hope to improve the social security system of the military retired and analyze the adaption of the development of the military retired management and current management approaches in order to sum up experience .And we explore the way to do the military retired management well at a new stage to socialize it ,at the same time ,realizing the sharing of resources and enhance each other ,will provide theoretical and practical reference for the improvement of the military retired service further.
