Research On The Mechanism Of E-governance In Information Era

Concomitant with the development of global E-Government and the appearance of governance,the E-governance becomes a new direction and chance in recent years.This paper integrates theoretical and practical method of studies,summarizes the academic achievement of E-governance in China and abroad,analyzes the effects that ICTs put on the organization structure of governments,the individual action mode and the civil society.It discusses the mechanism of multiple governance bodies'consulting, participating and administrating public affairs.It's reveals that the operation mechanism of E-governance is initiative participation of multiple governance bodies based on E-government.The features of the operation mechanism of E-governance are multiple governance bodies, multiple directions communication, negotiation, consultation and initiative participation. The The main implementation approach of E-governance is E-information, E-Consultation and E-decision making. In the end,this paper examines the development state of E-governance in China hangzhou,studies the achievements,shortcomings and restricting factors of china local governments E-governance,recommend the feasible step to boost the E-governance.It is very meaningful for guiding Chinese local city practice in E-governance.
