The target of our government transformation is to build the service-oriented government with thestarting point of New Public Management Movement. The government will transform itself frommanagement-oriented to service-oriented. Correspondingly, with the changing of externalenvironment, the public departments need to adjust themselves to it, and every civil service has toimprove their adaptability as well as their administrative ability. The construction of service-orientedgovernment puts forward upgrading requirements for our civil service. As the performer ofgovernment business, and the supervisor of social affairs, the public servant’s administrative abilityand quality play a vital role in this transition. Nowadays, because of the imperfect civil serviceincentive mechanism, there is a deep gap between our public servants’ comprehensive quality and thereal need in the construction of the service-oriented government. So, it is significant to improve thecivil service incentive mechanism. In the analysis of current civil service incentive mechanismincluding the advantages and disadvantages, the paper focuses on this point, via relative theoriesabout incentive mechanism, to find out the reasons why they exist. In light of China’s basic conditions,by adapting the successful experience from foreign civil service incentive mechanism, the paperdiscusses how to perfect the incentive system in China. And it consists of five parts. The first one is anintroduction part. In this part, the author clarifies the purposes of doing the research, presentsliterature review home and abroad about the civil service incentive mechanism under aservice-oriented government and the methods of doing the research. In the second part, the authordefines related notions and offers theories about the incentive mechanism. The third part analyses theactual situation of the incentive mechanism, the existing problems as well as the causes of them.Based on the connotation and features of the service-oriented government, the fourth part uncoversthe manifestations of civil service not being accustomed to the government, and analyses therequirements that are new and higher posed to civil service by the service-oriented government. Andthe last part provides strategies of how to perfecting the civil service incentive mechanism.
