The Research On The Models Of Government Purchase Home Care Services

With the improvement of living standards and medical conditions, people's life expectancy prolonged in our country, the amount of the aging people continually grows, so, the aging problem becomes increasing prominence, the burden of social pension becomes increasing heavy, and the aging trend called "Silver Wave" becomes more and more serious. Faced with this situation and challenges, our government active as effort as possible. And a new way of supplying public service which is called government purchase home care services emerged.This dissertation firstly defines the conception and theoretical basis of the government purchase home care services, then it from four aspects such as the governing philosophy changed of government, the development of social organizations, the functional improvement of the community, and the structure changed of the family to analyze the conditions which make government purchase home care services achieve. Then it states three models of government purchase public services and their characteristics. On this basis, it takes the government of Shanghai city Putuo District and the government of Ningbo City Haishu District for examples to analyze the formative purchase model and commissioned purchase model from the public service buyer, producer, consumer, process of purchase, the specific content, sources of funds and assessment mechanism, while affirming their achievements, also pointing out their shortcomings.The contracting purchase model is the ideal model for the government purchase home care services, but it doesn't exist in practice in our country. Therefore, this dissertation gives suggestions to realize the contracting purchase model of government purchase home care services from four angles that are procedural justice, the same rights and responsibilities, free agreement and financial guarantee. This is in order to achieve the real contracting cooperation level between the government and the social organizations, as well as improve the working efficiency and the ability of supplying public services of the government, and create a wide space for the development of social organizations, thereby meet the basic needs of the public continuously.
