However, the performance of the public sector is based on individual performance-based civil servants, but the impact of the civil service performance, there are many factors, so by identifying the factors which are conducive to a higher level of performance of civil servants very important. The impact of civil servants and political skills as an important factor in performance in recent years, its theoretical foundation, structure and measurement and factors affecting Western scholars have been given extensive and in-depth research. However, the lack of Chinese culture in the context of the political skills of the civil service performance impact studies, especially in China, with special emphasis on political factors, culture, environment, research and political skills to civil servants while the impact of job performance is of great theoretical significance and practical significanceThis paper reviews the vast literature, based on the theory of political skills, structure, performance measurement and work-related theories are summarized, and research the status quo at home and abroad, combined with the background of Chinese culture, especially in the civil service actually Suzhou situation, according to research purposes and research significance, proposed model and empirical study of assumptions:(1) political skills, apply equally to the four-dimensional structure of Suzhou City, the civil service; (2) political skills and Suzhou City, the civil service performance positively correlated; (3) different Posts types of civil and political skills have a significant difference.In this paper, Ferris, Treadway (2005) four-dimensional structure of the political skills of alertness scales namely, social, interpersonal influence, communication ability and explicit in good faith and eventually the formation of the political skills in 18 subject structure scale; for the job performance measurement is applied Van Scotter and Motowidlo (1996) developed performance scale; job types are divided into administrative law enforcement classes, technical classes and integrated classes.
