With the rapid development of the economy and the acceleration of the organizational reform and system reforms, all the people suffer more and more professional pressure, Job Burnout spread quickly during our country, and nowadays, China has entered peak hours of Job Burnout. It's founded that Civil Servants has been a profession with highest Job Burnout ratio. This turned to be a sharp contrast to the annual increase number of the entrance Civil Servants. Civil Servants take the important responsibility of coordinating, policy-making, implementationting and supervising all public affairs. The high ratio of Civil Servants'Job Burnout has pessimistic impact on the quality and efficiency of Public service, executive ability and Public trust of the government. So, it's a most urgent task of Public HRP to find a practical prevention and treatment to Civil Servants'Job Burnout.As a popular practice of HRP among enterprises at home and abroad, EAP is a success in preventing employee from Job Burnout due to its diversification and humanity of services, yet it has not been applied in government sectors at present. The major difficulties lie in the lack of subjective wishes among official group, the restriction of government system towards EAP, and the immaturity of EAP services.From the preemployment favorites to the new workers'burnout, what are the incentives of Job Burnout? Based on comprehensive investigation and analysis, It is assumed that incentives of professional burnout for official individuals mainly include personal features, such as personality, achievement motivation, mental adjustment capacity, marital status, educational background, and living habits etc, and incentives of burnout for official group mainly include social profession values, official profession features, official management system, outbreak of public crisis events during transformation period, and reform of traditional administration system.In the nature of both individuality and groupment/universality, universality and pertinence should also be taken into accounts into the preventive and curative method for professional burnout. As a complement of the Management of Public Human Resource, EAP with diverse services should be tentatively introduced to government official management area, which prevents officials from professional burnout through individual and group intervention. In order to implement EAP effectively, the government implementation willing should be enhanced, publicity, confirmation of service departments, and requirements assessment should be well done, EAP implementation guarantee mechanisms and localization of EAP through service contents and modes outreach are essential too. Following the general elaboration of the introduction and implementation content of EAP, this thesis constructs the EAP three-level intervention system, and builds the external master and internal supplement mode for government EAP implementation. It's recommended that the new mode be adopted, and take into accounts both the joint mode and joint delegation mode.
