In modern times, China have transformed from a feudal society to a socialist society andfrom planned economy to Market economy. Our government also carried out thecorresponding change according to the needs of the times and the practice. Since the reformand opening-up in 1978, China has successively carried out four major government reforms.Premier Wen jiabao set out the object of building service-oriented government in 2004, andinterpolated the object of building service-oriented government in the government servicereport, Subsequently, in the Third Session of the Tenth National People's Congress in March5th,2005.Approved by the National People's Congress, it became the will of the our state. Thisshows that the construction of service-oriented government has become our government'sreform objective.Since the 21st century, we have gradually been connected with the internationalcommunity. Similarly, China and Western countries are both in the major trends of economicglobalization, informatization, marketization and experience global wave of governmentreform. In particular, established in China, the market economy makes China and the Westerncountries have many similarities in many aspects such as economy, society, and culture and soon. And there are also many similar problems. Although, China lags behind the developedcountries in the development of administration. This does not prevent us from drawing on theexperience of Western theory and experience of administration. The theory of new publicservice is a forward-looking public administration theory in the new era. Many of its ideas areworth being carefully considered by us in the process of building service-oriented government.So, it has the great reference value for building service-oriented government.
